“The recent changes to the regional regulation, introduced with the latest resolution, do not protect the demand of the most vulnerable people. On the contrary, they are further subtracted from the general tenders intended for families with lower incomes and in serious housing emergency, while the assignment is also permitted for those who own accommodation, further reducing the housing supply. The scoring system continues to favor ‘subjective’ conditions over those linked to objective situations of housing difficulty”. This was written in a joint press release by Cgil Lombardia, Cisl Lombardia, Uil Lombardia, Sunia, Sicet, Uniat and Unione Inquilini.

For these reasons, Wednesday 12 June at 4.00 pm the confederal and tenants’ unions organize a unitary garrison under the Lombardy Region building“to ask for a change of direction on policies for public housing, protecting the people and families who are actually entitled to it”.

“The Lombardy Region – the unions denounce – has modified the Regulation for access to public housing for the sixth time in a few years and, once again, has missed the opportunity to coherently rebalance a norm which has been the result since its origin inefficient in its application and ineffective in providing a response to those who live in Lombardy and need a home. The assignment times are extremely long and increase with each announcement, submitting the application remains complicated, the scores seem to be constructed to penalize those who are most in difficulty and, finally, there is a lack of tools to deal with the housing emergency, in particular that linked to evictions” .

In 2023 in Lombardy there were over 65,000 applications for assignment while the satisfaction rate remained around 4%. This means that for every 100 competing families, only 4 had access to housing. In the meantime, vacant public housing is increasing and to date has reached around 20,000 (more than half is in Milan) while public housing is decreasing and is being put up for general tender.

“This is the reality from which it is necessary to start to build true and efficient public offering policies for Aler and municipal housing, consistent with the needs of demand – the unions continue – the latest changes to the Regulation promoted by the Lombardy Region go in the opposite direction increasing, in fact, an absurd competition between low-income families through a categorization of the subjects to whom the offer is intended, regardless of the severity of their initial housing conditions. It is a step backwards that further penalizes those with greater housing needs. We therefore reiterate the need to implement the public offer and allocate permanent financing of at least 1% of the regional budget to the sector. Without a dignified home, there is no dignified life”.

On these issues, the unions have presented specific proposals for regulatory changes to the access system and, more generally, public housing. And to make themselves heard, they call everyone to the square on June 12th at 4 pm
