The after-effects of the landslides that started on the Cesena hills after the flood of May 2023 are being felt alarmingly along Via Garampa. Already in the days of the disaster, the Sasso area had been seriously affected by major landslides which had forced several families to evacuate from some homes. At the end of last month, municipal civil protection personnel and professional technicians carried out an inspection in the area and ascertained that there are some unstable situations still in existence, which can cause dangerous conditions for public and private safety. Above all, access roads to residences are under threat, which risk being invaded by soil and mud in the event of subsidence of unstable land above. Therefore, also in light of the fact that particularly violent meteorological events are increasingly frequent, the manager of the Municipality’s Public Works sector had to issue two ordinances to place the embankment upstream of a private road. There is an urgent need to avoid a worsening of the situation, which appears critical.

The ordinances

Specifically, the lens was focused on the property of Angelo Fregnani, resident at house number 9862. He was ordered to immediately carry out “work to make his land safe, under the supervision of a professional technician or geologist”. After which he will have to «present, within 30 days of the notice sent to him, a technical assessment, signed by a qualified technician, which certifies the stability conditions of the area he owns, its static safety and the elimination of any source of danger.” All this “in the foreseeable hypothesis of the evolution of existing disruptions”. In case of non-compliance, the municipal regulation for the application of administrative sanctions provides for the payment of a sum of up to 500 euros. It being understood that the prospect would then be to pass on to the private sector the costs that the Municipality would bear if it were to take direct action to defuse the danger.

A practically identical provision, again in via Garampa, was issued against Alberto Guerra and Miranda Ceccarelli, residents of Diolaguardia, for land they owned. To be precise, in their case the experts who carried out checks on site found that it was “in a precarious state of balance on the slope above a private access road to the house” of a property.
