Viterbo – “If the manager is a problem… fuck the manager”. Fabio Cavini at the poison dinner. Words to which the mayor Chiara Frontini immediately replies, one line below: “We did it”. Phrases put in black and white in the transcription of the recording made by the Viterbo prosecutor’s office of the dinner at the Bruzziches house on 26 September 2023.
Prosecutors Massimiliano Siddi and Chiara Capezzuto have requested that Frontini and Cavini be sent to trial on charges of threatening a political body in competition. After a complaint from councilor Marco Bruzziches and the investigations that followed. The hearing before the Gup Giacomo Autizi is scheduled for November 21st, in via Falcone e Borsellino, Palace of Justice. The prosecutors had also asked for immediate judgment, which was rejected by investigating judge Rita Cialoni.

At the table on the evening of September 26th, together with Cavini and Frontini, there were also Bruzziches and his wife Anna Maria Formini. During the political meeting, Cavini suggests to Bruzziches a method to obtain results on the heritage issue. The councilor was in fact complaining that his measures were not succeeding as he hoped.
“You have to catch Angiani (Elena Angiani, heritage councillor, ed) – suggests Cavini, as shown in the recording – and you have to say to her: ‘Councillor, from today this is one of your agenda priorities, do you understand? Since you are here on trust, I trust you to do so.’ Then, what are the structural problems that prevent us from achieving this? The manager. Great, let’s screw the manager.” Immediately afterwards the mayor intervenes: “We did it… okay, I’ll talk later…”.
Shortly before, during the discussion, the suspicion that Bruzziches could form a new group within the city council took center stage. At a certain point Cavini intervenes and says: “I am the municipal employees, I am all the people who are in there, since I have to know about the car to protect her (i.e. the mayor ed.), because I am her political advisor, therefore I know everything about what happens in there and about the councillors.”

Bruzziches then confides to Cavini and Frontini that it was the former municipal secretary Annalisa Puopolo who suggested he create a new group “to be – as Bruzziches stated at dinner – more incisive with the councillor”.
Faced with the hypothesis of a new group, Cavini first of all made Bruzziches understand that this would not be the case. “The real issue, Marco – explains Cavini -, and I’m telling you this as general advice, is not that if you set up the group for me tomorrow it matters more. You don’t count for anything. And I would advise Chiara to throw you out.” “But it can’t be done…”, intervenes Frontini. “You can do it because it is your legitimacy – replies Cavini -. I will suggest to Chiara to throw you out of the majority.” Because the mayor should not be influenced.
A little further on, still continuing to discuss a new group within the council that would have been suggested to Bruzziches by Puopolo, Frontini intervenes by saying: “If she told you, and I will make sure of this because it would be very serious if she had told you something like that.” In the meantime Cavini proposes a confrontation with Puopolo. “Given that I have no reason not to believe you – the mayor takes the floor again – we have demonstrated with the Letizia case that if you are a pain in the ass and aren’t helping, as far as I’m concerned you’ll leave because we’re not there to be worn out the soul on what we are unable to do, we are there to try to enhance what we are able to do, which is a lot of stuff, and there are things that have times. It’s one thing for Alessandra to organize a little something for you on the Via Francigena, as long as you give her a few bucks, because in the end this is what we’re talking about, and she’s done a great thing…”.

After which Frontini also speaks of a “clash” with the municipality leaders. A clash that is described as “damage as big as a house because our offices were completely blown up. The mayor also brings up a manager from Elena Angiani’s department. Manager who, according to what Frontini says, said to Angiani during a phone call: “You’re ridiculous, this is undue pressure and you’ve pissed me off calling me every day about this thing”. “So – continues the mayor – we have given her some objectives and she will be evaluated on those objectives”. “I – adds Frontini – took two hours of my time to write an email that was not attackable, in the sense that it did not sound threatening. And I said to the manager: ‘At the beginning we weakened the assets because the technicians, the good ones, had to go elsewhere because otherwise they wouldn’t be successful’”.

After a while, Cavini returns to Puopolo again. “Puopolo will learn… can I say something? When technicians come into politics I get pissed off. The technicians want to invade the bosses. I knocked over a desk because I do whatever the fuck I want when I’m inside. Because when they start being professors… with 100 thousand euros a year you don’t have to break your balls on principle. Because when they start being professors they piss me off and I become nastier about it.”

Presumption of innocence
In the Italian criminal system the presumption of innocence applies until the final sentence. Presumption of innocence which is based on article 27 of the Italian constitution according to which a person “is not considered guilty until finally convicted”.
