The time came to publish the public notice of the expression of interest for the post-earthquake works in the San Giuseppe nursery and primary school, the first major public reconstruction work in the city, and it immediately became controversial. According to Aniem, a builders’ association adhering to Confapi, “the Municipality’s choices penalize Teramo companies”.
He claims Enzo Marcozzi, president of Aniem Teramo: «We appreciate the administration’s effort in seeking objective elements for identifying the economic operators to be invited to the subsequent tender procedure that protect local businesses, but we believe that the objective has absolutely not been achieved: the chosen criteria excessively restrict participation. The choices made will unfortunately risk excluding a large part of our companies potentially interested in the tender procedure. The turnover criterion and the methods for identifying the companies to be invited certainly cannot be shared, the SOA certification already exists and providing for additional requirements such as turnover is penalizing as well as not admissible. Furthermore, a specific turnover for the last five years in a specific category is requested, when everyone knows that between the pandemic crisis and subsequently the Superbonus works, company revenues have undergone important changes. As for the choice to invite the last two in the ranking, however, we even struggle to give an explanation… Furthermore, the “lowest price” was chosen as the award criterion. Given that this criterion is to the detriment of the quality of the work, we do not understand why there will only be six companies invited: the chosen criterion in fact allows us to ensure the needs of speed and speed of the procedure even with 20/30 companies invited, not requiring any technical verification of offers, therefore the companies to be invited had and will have to be more”.
Marcozzi concludes: «If as an entrepreneur I express my regret for the missed opportunity, as president of a builders’ association I hope that many associated and non-associated colleagues do not respond to the expression of interest, it would be the unmistakable signal of the mistake made by the Municipality and its leaders. We hope to discuss with the administration as soon as possible to be able to make our contribution.”
