The assignment procedures are underway by the Evaluation Commission regarding the location of the two kiosks in the De Vecchi and Europa parks and the location in Piazza San Vittore. Transparency and legality require mandatory steps that involve corresponding timescales. Here is the procedure that is being followed in compliance with the regulations.
Pomé kiosk
The Heritage Office of the Municipality of Rho published on March 6th a notice for the rental of the municipally owned kiosk intended for public use within the “De Vecchi” public park in via Pomé, intended for carrying out the sole administration activity of food and drinks. The lease does not only concern the summer of 2024: it will have a duration of 6 years starting from the signing of the contract, renewable only for a further 6 years subject to verification of the continuation of the award requirements.
The deadline for the tender was set for April 5th. Of the five economic operators who participated in the tender, one was admitted. Another was admitted with reservations, which led to a request for integration of documents with the deadline of 17 April: the documentation arrived after the deadline and would not have been sufficient for admission to the tender procedure in any case.
Now the municipal administration, before being able to proceed with the assignment, is waiting for the results of the checks by some responsible bodies. The Revenue Agency has sent its response. The Criminal Record Register from the Court and the findings on the Anti-Mafia checks are still missing.
Kiosk Europe
The Heritage Office of the Municipality of Rho published on 20 March 2024 a tender for the concession of the municipally owned kiosk intended for public use within the Europa public park, along Corso Europa on the corner with Via Pertini. In this case the concession will last six years, non-renewable.
Six economic operators participated: one was admitted; on 17 April, additional documentation was requested from another participant admitted conditionally (the document was forwarded within the indicated timeframe). Subsequently, on 24 April, the request to integrate the documentation not presented or deemed unsuitable was sent to the remaining participants who were not admitted, as preliminary assistance, assigning the deadline of 9 May. The Evaluation Commission met on May 17th to define the personnel admitted to the tender procedure, which turned out to be two. Once this procedure has been completed, the administrative envelopes and, subsequently, the economic ones are expected to be opened by 7 June.
Former Bar Sabilla
The first tender, whose tender session was held on 22 March 2024, did not have any offers admitted as the offer received did not meet the participation requirements. The Municipality of Rho, therefore, published on 27 March 2024 a new tender for the leasing of the municipally owned property intended for public use in Piazza San Vittore n. 22 and related appurtenances. The offer had to be submitted by April 29, 2024: only one operator came forward.
The situation is similar to that of the Pomè kiosk: all requests for documentation to third party bodies were promptly forwarded by the Municipal Administration (30 April for the kiosk, 3 May for the former Bar Sabilla).
At the moment, the municipal administration is awaiting the results of the checks by the relevant bodies. The Revenue Agency has sent its response. There is still no evidence from the Court relating to the criminal record and the results of the anti-mafia checks.
