the first hypotheses on the council

Between reconfirmations, new additions and counterweights to be recognized to the allies of the Civic Pact, Laura Nargi will have to appoint her council. A task which, by law, must take place within ten days of its proclamation. It is too early to have a definitive picture, much less to assign specific delegations to someone, but some names are already circulating in circles close to the first town. She herself, in recent days, has let it slip that in her team the technical profiles, that is professionals external to the electoral contestthere will only be a couple.

Most likely these will be the delegates for the European budget and funds. Two sectors considered crucial. On the one hand, the municipal accounts which, evidently, still cause concern for the pre-bankruptcy condition of the institution, even though the old administration had declared that it was now out of the rebalancing plan, on the other, the projects of the National Recovery and Resilience Plan to be completed, and accounted for, by the end of 2026. The former mayor Festa, on the other hand, after the resignation of Professor Germana Di Falco, kept the delegation for European funds for himself for four years.

Of the old councilors, re-nominated and re-elected in the ranks of Nargi’s coalition, Marianna Mazza should be reconfirmed on the council, previously delegated for equal opportunities and housing policies, the most voted of the entire electoral campaign with 721 preferences. The return of the former councilors for the environment and public works, respectively Giuseppe Negrone and Antonio Genovese, is not excluded, but they could also be useful among the majority benches as leaders of the same.

Insistent rumors would also include Monica Spiezia, former leader of the League, now elected with Viva la Libertà where she collected 399 votes. There could also be Jessica Tomasetta and Mario Spiniello on the launch pad, both re-elected from the ranks of Reality with 629 and 596 preferences. It would also seem certain that Alberto Bilotta, a former UDC who was the most voted on the mayor’s list, “We are Avellino”, will land on the benches of the city government. But the greatest attention is focused on who will fill the second highest position, the one that Nargi held for five years. The deputy mayor’s box, it would seem, is the main pawn of the agreement, not apparently formal, signed with the Civic Pact of Rino Genovese and, therefore, of the newfound unity with the former allies Livio Petitto and Angelo Antonio D’Agostino. The highest quotations, at this moment, would have the former councilor for education and sport, Giuseppe Giacobbe, on the second highest seat, who was the most voted on the “Moderates and Reformists” list built by Petitto.

They appear lower, however, those of Genovese himself which, if he decides to continue his career as a journalist for Tgr Campania, most likely he will also leave the seat he won in the chamber. In his place, in this case, Mariarosaria Famoso, one of the candidates expressed in the Civic Pact by Giuseppe De Mita, would enter the council. If, however, Nargi were to opt for the internal solution, the most obvious name could be that of the former president of the assembly Ugo Maggio. In addition, still at Petitto altitude, there could also be a place for an old city administrator, the former councilor for social policies, Sergio Trezza. Another clearinghouse could be represented by the presidency of the council. In the past, the role was almost always reserved for the minority out of institutional courtesy and to guarantee respect for the rights of the opposition, but in various councils it was the prerogative of the majorities in question. A certainly important role that both Spiezia, who has already been vice president of the chamber, and Spiniello could cover unless Nargi instructs her majority to vote for a member of the friendly opposition.

The councilors of the Civic Pact, formally, no official alliance having been stipulated on the eve of the ballot, they will still sit on the benches of the minority together with the losers of the broad field.
