I believe that Grasso changes his “shirt” so often between the Municipality and the Adsp that he no longer realizes which institution he has to work for or apply for. Italian citizens are not aware that Law 84/94, which regulates the Port System Authorities, includes the management of tourist or recreational marinas or jurisdiction over commercial retail sales activities. Powers that instead belong to local authorities.

Grasso seems to want to expand the maritime domain up to the lighthouse, San Gordiano or Boccelle. On the other hand, his interest in municipal politics has always materialized in the service of the President of the ADSP on duty, and then turned against him when the latter fell out of favor.

The historic port of Civitavecchia, once the connection with the cruise dock has been created, which has just been contracted, must be de-owned and returned to the city. A city which will then also be able to take back Fort Michelangelo, currently burdened by military servitude, which can be easily overcome with a serious and concrete management project. And even the much loved Antemurale, after opening to the south, will be able to return to the citizens of Civitavecchia. These are all pieces of Civitavecchia, of our identity. This is the commitment that the Port System Authority, starting from the creator Moscherini, has made with the Administrations and citizens of Civitavecchia for decades. Apparently Grasso thinks that it is the port that incorporates the city.

Furthermore, the collaboration between institutions is also based on transparency and correctness, how is it possible that the Port Authority does not illustrate the guidelines of the offshore wind hub project, after for years it was said that it was the single strategy for phasing out coal. The port is a public good, built with public funds and whoever manages it is paid with public money. It’s not “their thing” to keep the city’s development projects secret. Especially when, probably, there is no project, but just yet another mockery of the people of Civitavecchia.

Among other things, the legislation in force regarding Anti-Corruption deals at length with different skills and roles between local authorities and the Port System Authority, which expressly prohibits the dual role and the direct transfer between entities. But Grasso often forgets this. Grasso understands what he wants to do when he grows up, take care of the port or run for opposition municipal councilor as he did in this election round.
