There Emilia Romagna regiondespite the progress made in recent weeks thanks to the work done by Military Command of the Emilia Romagna Armyhe decided to do not extend to the military the right to free public transport of transport.
In responding to the request made by the CME, the Region has denied the possibility of making regional transport free for Italian Army personnel, effectively legitimizing a unequal treatment on Italian territory since other Regions, with common sense as they are aware of the advantages in terms of security that such a measure entails, have taken a different decision to the advantage of the military.
In detail, the Emilia Romagna Region would like to point out that since any measure that provides for forms of free travel tickets affects theeconomic equilibrium of contracts with service obligation for public transport you must pay attention to ensure sustainability.
In this regard, the Region does not intend to add any categories with respect to the police forces already indicated by thearticle 16 of the Law of 1 April 1981, n. 121 in which the free useor at least at a reduced cost, of public transport.
Therefore, the Emilia Romagna Region believes that an intervention by the national government would be needed to extend this right to the soldiers of the Italian Army. A claim that we believe to be plus one release of responsibility: as demonstrated by those regions, see Sicily, Lombardy, Piedmont, Lazio And Abruzzowho recognized the free use of public transport also in favor of the Italian Army, no modification is needed to national law to provide such a relief.
That would be enough political will which apparently does not exist in Emilia Romagna. Just as there doesn’t seem to be that gratitude which would be a duty towards an Armed Force employed in all the latest alert situations that have occurred in the Emilian territory, including theflood of 2023 where the Italian Army personnel did not fail to make their fundamental contribution to managing the crisis.
Without forgetting that among the thousands of soldiers present in Emilia Romagna there are several who are employed inOperation Safe Roads for the defense of the cities and, paradoxically, of the stations themselves.
Rather than asking for national intervention, which anyway we hope as it would avoid unequal treatment across the territories, the Emilia Romagna Region should take the lead responsibility for one’s decision explaining why when there is a need to recognize protection, which among other things citizens would also enjoy given the certified advantage of having soldiers on board the vehicles ensuring their safety, a distinction between Armed Forces and Police although, some in one way and some another, they are all employed in the same way and with the same commitment in territorial protection activities.
