Cuneo reopens the tender for the CRC Foundation: Delfino’s appointment is not a given (says the mayor)

The announcement for the subrogation of Federico Borgna, which joined the board of directors of the CRC Foundation, is officially open. There is time until 12pm on May 28th to submit new nominations to the General Council: as there is gender alternation in appointments, the surrogate councilor – male – will have to be replaced by one of the same sex.

For the rest, there is an obligation to send applications exclusively by post, with hand delivery or by certified email to the address: [email protected]. Applications received after the indicated date will not be taken into consideration. The following must be attached to the applications: a) CV, drawn up according to the European model, with explicit authorization for publication on the website of the Municipality of Cuneo and containing consent to the processing of personal data, pursuant to Legislative Decree no. 30 June 2003. 196 and subsequent amendments and EU Regulation 2016/679 (GDPR), b) declaration in lieu of affidavit of non-existence of the cases of non-transferability and incompatibility contemplated by Legislative Decree 39/2013, c) declaration on the non-existence of situations of conflict of interest , even potential, with the Municipality of Cuneo, d) photocopy of the identification document, e) having read the information on the processing of personal data. This also applies to the other open tender, relating to the appointment of a representative of the municipal administration on the Board of Directors of the Catholic nursery school.

As regards the CRC Foundation, in addition to the documents mentioned, the documentation required by the organisation’s statute must be produced, available at this address or at the Mayor’s Secretariat Office. The declaration forms can be found at the same address.

The mayor decides on appointments, as was previously the case Patrizia Manassero. Who at the last meeting of the City Council was keen to deny the press rumours: “It was communicated that the appointment to take over the name of Beppe Delfino had already been defined within an agreement: this clashes with what I said, that is, the transparency operation with the opening of a tender”. In short, the ban is “true” and as King Edward III said honi soit qui mal y pense: “Let those who think badly be put to shame”. The fact remains that on the nomination to the Palazzo Vitale Manassero risked losing his majority along the way, given what happened after the “Aventine” of the centrists. In such a climate, how conditioned will his choice be? If it were in favor of the CEO of Acda, it could be noted that the pact actually existed, but if it were not the case, the reaction of the Center for Cuneo to the slap would have to be verified, moreover ten days before the regional vote. Whatever happens, it’s still a good thing for the mayor he took care.

At least they all agree on one thing, that is, in reiterating a firm no to the “superfoundation”. The City Council did so, unanimously, expressing itself on an agenda of Beppe Lauria (Independence!), who highlighted why politics has this time “not very elegantly” conveyed his choices. “I congratulate the new president, – he added, turning to Gola – who however I consider a president under protection: having forcefully determined that his adversary was within the governance [Federico Borgna, ndr] It’s an extraordinary intrusion.”. For Lauria the reopening of the tender is “irritual, especially if thanks to it the person identified to be delegated as a subrogation finds opposition”or Dolphin.

“Is there a danger that our foundation will be swallowed up in some way? Yes, there are those who think so and those who are strategically pursuing it”: this is the warning of Giancarlo Boselli, leader of the Independents. From which also came a reflection on the topic of the autonomy of banking foundations, considered a false problem: “Politics has already taken over the foundations. The extreme provocation could be: since it is the politicians who unduly interfere, let’s establish that whoever goes there will be elected by the people”. Ugo Sturlese (Cuneo for Common Goods) goes even further: “Autonomy has another flaw: where, as with us, they are a little more autonomous, they direct political traffic. Foundations are pathological entities, they were fine when there was public finance”.

“Politics matters, but I also see it as a good thing” observe Vincenzo Pellegrino of Centro per Cuneo, mentioning the possibility of the Municipality influencing the nomination game: “The problem we have as entrepreneurs today is that banks are no longer banks: we have to collect debts and in the meantime our suppliers are waiting for us”. Luca Paschiero (Growing Together) makes Boselli’s doubts its own, broadening them beyond the scope of action of public bodies: “Can we delude ourselves that the appointments made by private or semi-private bodies are not of political origin?”. The objective is on the “superfoundation”, he adds “it’s trying to have control over certain choices which then, if they happen, will somehow ‘fly’ over your head”. “I don’t believe in the super foundation, because I’ve never seen places to house politicians eliminated” he says instead Claudio Bongiovanni (Cuneo Mia), raising another theme: “Foundations should not use their assets for financial operations, but it has happened and it is not always profitable”.
