If two tests give a clue, the Superbonus decree represents the first real test for a rewrite of the benefits for home work. The crackdown imposed on the transfer of credits in the text submitted to the Senate for conversion is a clear signal of the Government’s intention to stop the circulation of fiscal money created by construction works, which has ended up turning into a burden on public finances . Now with the intervention contained in the Executive’s amendment, the basic subsidy for restructuring also ends up under the axe, which is currently worth just under 9 billion in deductions, according to the latest statistics on declarations submitted in 2023.
For this bonus, in fact, an unexpected cut materializes, even if starting from 2028. From that year until 2033 the benefit will no longer be 36% but 30. It must be remembered, in this regard, that the bonus renovations is structurally financed at 36%: an amount that has been increased on several occasions. The discount is currently 50% until December 31st this year. In itself, therefore, the measure included in the executive amendment has, for now, little immediate impact.
However, the first sign appears of the cutting of tax expenditures towards which the sector seems to be moving. It is increasingly probable, that is, that the next budget law will not intervene on the 50% tax discount, supporting the cut already foreseen by the law: in this way it would go to 36% from 2025 and then to 30% from 2028. In this context, spending ceilings also change. From the current 96 thousand euros, in January 2025 it will go to half: 48 thousand euros. A limit that should be confirmed from 2028. It remains to be understood, however, how these reductions will fit in with the possible reorganization of home bonuses, mentioned by many and also necessary to adapt to the Green Homes Directive.
