12.06.2024 – 07.34 – The announcement of rent contributions, which closed on May 24th, in just over a month it collected 2564 applications submitted by families from Trieste looking for help to cover the costs of rent paid to private owners. In fact, the notice excludes tenants of public residential housing and is a form of support for those who are unable to access social housing. The notice is published by Municipality of Trieste for which Ater, based on a specific Agreement, collects the applications and takes care of the investigation; However, it is up to the Municipality to formulate the rankings.

The call for contributions offers an opportunity to reflect on the progress of the socioeconomic situation of families residing in Trieste and on the variations in their composition, proving to be a useful perspective for assessing the level of housing hardship in the city. The number of applications has grown exponentially over time and continues in this direction: just think that in 2014, the number of applications accepted was just over 1300 units and 2024 records a further +4% compared to the 2023 call. In addition to the increase of demand, an initial analysis of the data shows a strong presence of women among the holders of rental contracts (49%) and of single-parent households among the families (27%).

Among the applicants, the most represented age group is between 36 and 65 years (60%), although the announcement confirms that it is also a valid help for those families under 36 (27%). On the other hand, the number of over-65s is limited (13%), presumably because they are homeowners or owners of Ater accommodation; in this regard, please note that half of the holders of subsidized housing are elderly.

The citizenship of the applicants reflects i new balances between Italian residents and foreigners: 54% of Italians are accompanied by 9% of EU citizens and a total of 37% of non-EU citizens present in various capacities in the area, of which 26% are non-EU citizens who we can define as permanent, as they reside in the city long-term in the city. The origins of the latter vary: in addition to the historical component of Slavic origin, there is an increase in families of Asian origin (Middle and Far East).

The president of Ater Trieste, Riccardo Novaccodeclares that “the increase in demand certifies that the time has come to think of something structural for the ‘grey band’, citizens who are unable to access subsidized housing but cannot even afford the rents of the private market, a range which will only increase in the years to come”.
