The draft settlement agreement between the Municipality of Siena and the popular recreational club “La Coroncina” for the 2,740 square meter car park in front of the cooperative society’s headquarters has been approved. This was decided by the municipal council which met this morning, Thursday 9 May.
With a 1997 contract, the parking area owned by the Coroncina popular cooperative and recreational club was granted to the Municipality of Siena; this agreement, which lasted ten years, however ended on 28 May 2018. The old contract provided for “public use” during the daytime while the club maintained its use during the night hours. This mixed use had led to the impossibility of regular management of a public car park without limitations, with the impossibility, specifically, of the forced removal of abandoned vehicles, cleaning services and other services. Despite the lapse of the concession, the use of public parking over the years (with the above limitations) has never ceased; for this reason, the club has long requested from the municipal administration an occupation/concession fee for the area, on which the Municipality had then placed a pre-arranged constraint on expropriation, reiterating, therefore, both the desire for public use of the land parking which has its value to be defined. This value was then quantified, in cross-examination between the parties, presumptively at 12 thousand euros per year.
Thanks to the new agreement, the Municipality of Siena will use the area for six years from the signing of the contract, which can be renewed for a further six years (unless, at least one year before the expiry, one of the parties cancels it) . The municipal administration will use the area granted for use as public parking 24 hours a day on weekdays and holidays, and therefore the need for the pre-arranged expropriation restriction placed on the land ceases. The parking lot will be reserved for cars only, with the exclusion of trucks, campers, caravans and with an absolute ban on camping.
