«Around 150 cat colonies where over 1,000 cats reside were registered in 2023 by the Municipality of Pistoia and these colonies are regulated and protected – it is written in the motion -. There are 341 colonies and approximately 2,800 cats in the area of the 9 Municipalities in the kennel area. Enpa managed over 600 cats in 2023 (first 9 months), collaborating to carry out around 250 sterilizations and promoting around 350 adoptions. The Municipality of Pistoia does not have a cattery. The current “cat hill” and the “Dog Shelter” structures are not adequate to guarantee management of the cats welcomed in the area of the nine intervention municipalities. A well-organized municipal cattery that has adequate space can help provide a safe place for ownerless cats, helping to spread responsible adoptions that limit stray animals.”

The motion commits the mayor to «promote with the Region an amendment to regional law 59/09 to adapt the regulations on the organization and financing of catteries and that of kennels in light of the changed needs in the matter – it is reported in the provision. The provision also asks to “initiate a discussion with the Local Health Authority in order to guarantee as quickly as possible a progressive increase in sterilization sessions up to 20% in order to have feline colonies entirely sterilized in a short time”.

Among the other points present in the motion is the «creation of a municipal cattery which, if placed adjacent to the current health structure of the kennel, could allow the use of this structure for the needs of dogs and cats with a significant containment of the costs of management”.

The city council has a measure regarding urban planning was unanimously approvedpresented in the chamber by the councilor for urban planning.

«This is a provision to correct a material error – explained the councilor – present in our Urban Planning Regulation, made known to the Administration through a request from Publiacqua spa presented on 15 March. The company reported that, in relation to its water lifting plant in Pontelungo, this would fall under the current Urban Planning Regulation in an agricultural area, while in the previous General Regulatory Plan, in force before 2013, they were identified as areas for equipment, exactly the urban destination that Publiacqua requests with today’s change (yesterday, ed). In fact, these Publiacqua equipment already exist. The water lifting system is important and strategic for Publiacqua. The actual reason for the request is that Publiacqua needed this conformity not only for construction purposes but also for urban planning to carry out the works”.

The urban planning manager then specified that Publiacqua must make an adjustment to the water purification system which consists of inserting filters to improve the quality of the water. For this type of adaptation, urban planning compliance was necessary.
