The lack of staff and the unavailability of employees for the guarding/custodian service of sports facilities, the problem arises again in Terni. In particular for the Pala Di Vittorio and the gym 1 of the Pala De Santis which, as is known, are used with a relative ranking in terms of time slots: now the Municipality gives the OK for their use even if they do not have custody entirely exceptionally and for a transitional period. Not before signing a document.

In essence, the sports office is authorized – the ball is in the hands of the highly qualified official Fausto Ottaviani – to allow employment to sports associations/clubs. As? «Subject to the assumption of full responsibility by the applicant for a transitional period, until a sufficient number of custodians are available again or a specific custody and security service is activated». Furthermore, the 2023/2024 seasonal calendar for school gyms and the use of directly managed sports facilities is already in force. We will see later about the ‘Casagrande’ school camp. All this because due to «the current staffing available to the management, it is impossible to guarantee the opening of the ‘De Santis’ tennis hall facility, as well as the morning opening of the sports hall in via Di Vittorio » as happened in the past.

Therefore the Municipality tries to guarantee the carrying out of activities “where there are systems and time slots that can allow their use in safe conditions for all users, even when the lack of custodian and security personnel would not allow their use”. To do this, a disciplinary scheme to be signed has been approved: involved are the tariffs (which must be paid in any case, in addition to having to carry out the cleaning), the insurance and above all the obligations/responsibilities of the assignee. On this last point (article 5) there is an underlined passage that stands out compared to the others: «The assignee will have to equip himself with a special semi-automatic defibrillator as it will not be possible to use the one present inside the systems». The company/association involved will have to assume “direct civil and criminal responsibility for damage to things or people that may occur during sporting activities during the assigned hours and to keep the Municipality of Terni relieved and harmless”. The sports councilor Marco Schenardi and the manager Francesco Saverio Vista sign. Palazzo Spada will provide electricity, heating and water.
