ROVIGO – Frictions are back between Municipality and As2 on corporate relations and assignment of services, with the matter that will end up before the prefect at the request of the unions, given that the expiry of the six-month extension agreed between the parties is approaching and Rovigo has restarted the procedures to assign the speed camera management externally, a 600 thousand euro service and the lack of it in As2 as the fee paid by Rovigo would take away a significant portion of resources from the company.

THE LITIGATION
It seems we have returned to the rifts of September and October, but if before it was branded as a political battle between the mayor Edoardo Gaffeo and the president of As2 Caterina Furfari, expression of the Democratic Party, that is, two contrasting realities, a prefectural commissioner now sits in Palazzo Nodari, Gianfranco Tomao, but the game is always the same on the node posed by Gaffeo. Rovigo, the second largest shareholder after Occhiobello, is excluded from the similar control committee (led by Raffaele Ziosi, representative of Occhiobello) and this would not allow the assignment of in-house services, while for As2 yes, and the old requests made by Rovigo to modify these structures by having Rovigo join the committee were unsuccessful, with Ziosi also replying to the commissioner that these issues will be discussed with the new mayor. Almost at the same time, Furfari’s request to amend the statute to expand the company’s activities arrived at the town hall. An understandable objective, but one that left the regents of Palazzo Nodari amazed: for similar control it is better to wait for the new mayor, to change the statute of As2, right? Commissioner Tomao does not confirm and only explains, as mentioned at the beginning, that «the unions have requested the convening of a table at the prefecture on the matter and the issue will be examined there».
Furfari replies that he does not intend to make any statements, despite being the head of a company with the Municipalities as partners and supported by public money.

THE ALARM
On the trade union front, those who intervene are Filctem Cgil, Femca Cisl and Uiltec, in addition to the RSAs, expressing «disappointment at the choice of the Municipality of Rovigo regarding the assignment through an open procedure of the speed detection service» estimated at 600 thousand euros «which would bring a a breath of fresh air for the company”, but a decision on Tuesday restarts “the award on the free market for a period of six years, binding any subsequent political and economic evaluation. The choice was made without even having asked for an offer from its in-house company in order to evaluate the adequacy of the price”, in-house which is also a controversial issue, and “the question is how the Municipality of Rovigo can respect the commitments undertaken in following the approval of the 2022-2026 development plan” of As2 “approved unanimously by the members including” Rovigo. For the unions “in-house companies are not free to move on the market, but they comply with the obligation” of decree 175 of 2016, “i.e. that over eighty percent of their turnover is carried out in carrying out the tasks entrusted to them by the ‘public body or public body partners’. Thus “the decision” of Rovigo, “of the managers in charge of the sectors of interest, whose choices to entrust services through a tender procedure” puts “at risk the stability of the company and the workers themselves, does not appear linear and acceptable. Furthermore, the assignment through tender to third-party companies would not give the Municipality of Rovigo the same power of control in the execution of the service that it would have if the service were carried out by As2 as its in-house company”. According to the unions, the Municipality «is under similar joint control with other member bodies, therefore the choices made by As2 have inexorable repercussions on all members» and again on the issue in house for the unions it seems that in recent months «there is no There was an active interest on the part of the bodies responsible for solving the problem”, including the control committee, one might think, and this is seen “as a clear lack of will in safeguarding the existence of the instrumental company and its employees”.
From all this comes the appeal to the prefect to convene a table between all the parties to «prevent the member municipalities from being able to propose again assignment choices that would jeopardize the activity and the economic, financial and business survival of As2 ».
