SARONNO – The rebirth of the former Parma disused area at the gates of the southern entrance to Saronno is back in the spotlight. After the political world, with an intense confrontation between those in favor and those against, comes the intervention of Ambiente Saronno, the Legambiente club, which has presented its observations in the last few hours.

We recognize that, compared to the variant that had been adopted by the City Council in office from 2015 to 2020And subsequently not approved in 2021also thanks to the public and social value that had been attributed to the Observations that we presented on 28 September 2020, the Implementation Plan presents an improvement, albeit partial:

  • It almost completely protects thedog area;
  • Conservation of n°22 Liquidambar;
  • L’green area with sports equipment is used to connect the urban fabric instead of remaining isolated and an end in itself;
  • Was the harmful crossing road has been eliminated, providing only vehicular access roads; crossing traffic only for cycle and pedestrian traffic;

However, the Implementation Plan adopted by the Council retains some critical issueswhich we highlight:

  • The creation of one redundant medium-sized commercial structure (supermarket), granted by the current PGT, which will penalize current small entrepreneurial and commercial activities and will discourage the creation of new activities, in a direction contrary to the requests that have long come from citizens;
  • So long as the current PGT does not provide a distinction between greenery and services (Public Transfer Surface for Green Space and/or Public Equipment – ​​Scva) and that in reality it is not correct to consider a sports field or a park equivalent, we believe it is necessary clarify what development is expected for sports equipment in the area being sold, especially in terms of sizeat least at the level of political declarations of intent;
  • The evaluation that can be made of the Implementation Plan, in particular with regard to the portion intended for residential construction, is affected by the lack of well-defined height limits that protect the skylineespecially in the historic center and close to it, while allowing height to be used to minimize land consumptionby the current PGT;
  • We believe It is necessary that all parking spaces are draining, and that a simple recommendation is not sufficient;
  • Considering the strong surplus in the value of urbanization works deducted from the related costs (+727 888.57€), we believe it is appropriate, because it is more useful for sustainable mobility, therefore for the environment, therefore for the community, reduce the surface area of ​​car parks available along via Monte Grappa to only the minimum legal requirements dictated by new construction in the sector, also given the proximity from the stops of the urban car lines 3, 5 and extra-urban lines Z111, Z114, Z115, Z117, Z119 located along via Roma, via Marconi, via Piave (also to be redeveloped under the Implementation Plan itself), via Don Monzareplacing said parking lots with a corresponding one extension of the green area, making it continuous on the west side, all within the public transfer area; the maximum possible expansion of the park is even more necessary if we consider the large use of land for the relevant existing sports facilities in the area;
  • We point out the opportunity to rectify the clerical error in Article 8 of the “Convention relating to the implementation of the Urban Transformation Area in the Municipality of Saronno ATUab7”, regarding the superficial arrangement of the green areaby which expiration is probably meant March 30, 2026;
  • It is considered appropriate for the Municipal Administration to proceed with the explicit verification of the tree compensation project (numerical ratio proposed by the adopted Plan 3.6:1) according to the same criteria as new Public and Private Green Regulationsapproved at the City Council meeting of 27 March 2024, this Implementation Plan being the first useful opportunity for the Municipal Administration to explicitly offer a good example on the topic.
