January 2023: the company Formia Rifiuti Zero assigns an external task (to Francesco Girardi, an engineer) for the drafting of the industrial plan, an activity generally delegated to internal components of joint-stock companies, however the use of external agents is legitimate. And in this case it costs 14,500 euros. Now that industrial plan must be evaluated by the majority shareholder, i.e. the Municipality of Formia which to do so relies on an administration technician, the manager Viscogliosi, but for the purpose of that evaluation the latter asks for technical support and chooses, without public evidence, the engineer from Angri, Domenico Novi, was paid a sum of 20 thousand euros for this consultancy.
In the end, the consultancy to support the evaluation of the business plan will cost more than the plan itself. They are “servant’s accounts” as they say in jargon for small sums compared to the balance sheets of important institutions and companies. In any case, they are still calculations and this time it was the opposition municipal councilor, Imma Arnone, who in a note asks why “two managers handsomely paid by the Municipality need two other consultants who cost a total of 35 thousand euros” , announcing a complaint to the public prosecutor’s office but above all fearing that all this could shake the fragile financial system of Formia Waste Zero and the Municipality. FrZ is the in-house spa that manages the waste service in Formia and Ventotene and the destinies of the two administrations and of this spa are closely linked. «We have a spa administrator and a sector manager who were called to do what is now entrusted to consultants – adds Arnone – and this is what is not convincing and which, in my opinion, must be carefully evaluated».
However, we have reached the point where we are due to a screening action desired by the municipal administration itself which asked the Public Works and Environment Sector to «start a specific investigation to verify the feasibility conditions of the renewal of the in-house assignment of the hygiene service environmental to the company FRZ srl”; to this end, on 19 March FRZ was asked for the updated industrial plan and performance specifications; the draft of the same plan was sent by the company to the body that controls it on 22 March. Given that it has a subsidiary, the Municipality should have been ready to implement the plan and evaluate it, but to understand if what it proposes to its company is really valid and if the contract is profitable and can continue, an expert external technician is needed to support the manager of the sector that this matter follows. Under the consultant’s lens is practically everything that FrZ does and will do, above all he will have to convince why it is better to keep the spa in house rather than “recourse to the market for the purposes of efficient management of the service” .
