A stone’s throw from the “Montefiore” shopping center, another important center with sales points, tertiary activities and management offices will take shape in the coming years. But also with a very valuable structure for the community: a Rsa for the elderly spread over three floors, for a surface area of ​​8 thousand square metres. This is the essence of an important urban plan referring to a transformation area to the west of the town of Case Frini, next to the Secante junction, along Via Assano and Via Madonnina. 13 years have passed since that settlement was planned in an area that extends for over 11 hectares. Like all Pua prior to the Pug, there is time to sign up by May, because this is the deadline set by regional law for the so-called transitional period. And so, after a long time, the owners interested in realizing what was planned came forward. Over the years, there have been changes of ownership of the land involved and therefore today, unlike what was the situation at the time of the original planning, the lion’s share in that sector is held by Cia-Conad, which is the owner of 84% of the sector.

The general urban planning objectives of the planned interventions are functional continuity with the “Montefiore” settlement, the closure of an existing urban void, the creation of two green mitigation bands much more abundant than the required standards which act as a screen with respect to both the Secante, both to the residential area of ​​Case Frini and the creation of a cycle/pedestrian connection between the hamlets of Case Frini, S.Egidio and the shopping centre.

The types of activities planned

Three sub-sections are foreseen. The first, which is the largest and is entirely owned by Cia-Conad, will be divided into four lots, with a total building area of ​​26,655 square metres. A three-storey building is planned in lot 1: the ground floor will house a wholesale structure with a building potential of 1,872 square metres, while the two upper floors will house a management complex of 1,700 square meters per floor. Two buildings are planned in lot 2: one with three floors, where on the ground floor there will be a medium-large non-food sales structure, between 1,500 and 2,500 square meters of surface area, while on the two floors above there will be a business complex of 2,600 square meters per floor; the other building will host a public business on the ground floor of 324 square meters and a neighborhood business of the same size, while the six upper floors will be occupied by a widespread tertiary sector, for a total area of ​​3,888 square metres. In lot 3, a social-health facility of 8 thousand square meters, three floors high, which should be a retirement home, is planned. A 3,557 square meter office complex will be built in lot 4.

The second sub-sector will have two lots, with a total building area of ​​1,880 square metres: in one a 5,000 square meter office complex is planned, on eight floors; in the other, a 556 square meter office complex will be built on five floors.

The third sub-sector will include 4 lots, with a total building area of ​​2,656 square metres. One will host a widespread tertiary sector of 175 square meters for settlement policies of public interest. In another lot, a 1,580 square meter office complex on seven floors is planned. A third lot will be dedicated to a widespread tertiary sector of 111 square meters for the implementation of settlement policies of public interest. In the last lot of this sub-sector, a 998 square meter office complex will be built on three levels.

Roads

Precise parking and green area standards are obviously contemplated in all sub-sectors.

The road network will be substantially reduced to just two new penetration roads, which will serve the two areas north and south of the Vicinale Madonna road, which cuts the area in two. The one to the north will connect the existing roundabout on via Spadolini with the commercial-office sector, where access to and from via Leonilde Iotti from this new artery will be allowed exclusively to emergency vehicles, as the communication between these two roads is blocked by removable bollards only in case of emergency. The road to the south will instead serve all the activities present in the area, without any “outlet” on other roads: it will in practice be a dead-end street, but equipped with “return racks” to give any vehicle the possibility of making easy maneuvers . This last road will join via Vicinale Madonna through a new roundabout 30 meters in diameter.

Casali on the attack

Marco Casali, candidate for mayor of the centre-right, criticizes the new settlement in sight, fearing that “it will have an impact on the existing commercial network and will shift the balance further away from the historic centre”. Finally, a dig at his political opponent: «Why did Lattuca favor Conad’s development, pushing forward the shopping centers quickly, while public housing remained at a standstill?»
