This year, those in financial difficulty can count on the Inclusion Allowance, a support measure for social and work inclusion which also includes a monthly payment of money. On the other hand, another specific tool for economic support is made available to citizens, namely the Card Dedicated to You.

The new version valid for this year was presented to cover the expenses for the neediest families in thepurchase of food and basic necessitiesin addition to transport passes and fuel costs.

It is therefore a useful card to cover the most important costs of families, however according to recent updates some stringent limitations have been introduced.

Dedicated to You Card: How It Works in 2024

The Card Dedicated to You is the result of the collaboration between the Ministry of Agriculture, Food Sovereignty and Forestry (MASAF), INPS, the Italian Post Office and ANCI. This tool, unlike other types of supports, it does not have to be requested directly by families interested, but is paid on the decision of the Municipalities.

Each municipality then chooses which citizens are most in need, based on specific parameters such as income situation, ISEE and the number of members of the household. This card it will contain 500 euros and will be available starting from September 2024according to the most recent decree of 4 June 2024 on the measure:

“Identification of families in need, beneficiaries of the financial contribution provided for by article 1, paragraphs 2, 3, 4 and 5 of law 30 December 2023 n. 213. (24A03235) (GU General Series n.146 of 24-06-2024)”.

Specifically, the following are defined: criteria to identify the most needy families who have priority rights on the Card Dedicated to You for their expenses. The beneficiaries are families with low ISEE who have stable residence in Italy, without submitting any application.

Card Dedicated to You: excluding those who receive the Inclusion Allowance

The main innovation just introduced concerns the exclusion from the beneficiaries of this measure of all those who receive the Inclusion Allowancebut not only. Those who have already received the ADI Card from Poste Italiane, on which a specific amount is loaded monthly, NASPI or other forms of support, cannot receive the card and are therefore automatically excluded.

In fact this decision goes to exclude a large number of families from the beneficiaries. We remind you that in terms of requirements, the Card Dedicated to You has a much higher ISEE limit than that provided for by the Inclusion Allowance, i.e.:

  • Inclusion Allowance: ISEE limit of 9,360 euros;
  • Card Dedicated to You: ISEE limit of 15,000 euros.

In this context it could therefore happen that a particular family can have access to the Dedicated Card for You, but not to the Inclusion Allowance. In any case, the two measures cannot coexist according to the decree recently published in the Official Journal.

Access requirements for the Dedicated to You Card

Let’s see in detail what the Requirements to access the Dedicated to You Cardor which factors will be considered by INPS and the Municipalities in choosing the beneficiary families.

First of all, as we have seen, the limit ISEE referring to the entire family unit of 15,000 euros. Another requirement is that of registration in the Municipal Registry of all members, or for a minimum number of three in the case of large families.

Finally, you must not receive the Inclusion Allowance, the Citizenship Income or the related Card, the Shopping Card or other forms of income support. They will be also excluding those who receive NASPI, DIS-COLLwage supplementation fund or other similar support.

However, these are only the main requirements, because the Municipalities will select the families receiving the measure based on certain priorities.

Priority in issuing the Dedicated Card to You

Priority will be given to those families in which there are minors, in general with reference to date of birth by 31 December 2010. Furthermore, the general conditions of the family will also be assessed, so especially those who find themselves most in difficulty will be helped.

The Municipalities and INPS therefore have time until September 2024 to identify the families to whom the cards will be issued, which citizens will then have to collect at the post offices. Each Municipality will have a number of cards available proportionate to the number of inhabitants.

How to use the Card Dedicated to You

Once you have obtained the card, you have at your disposal 500 euros to be used to buy food and basic necessities, but also to pay for fuel and to buy public transport passes. Anything that does not fall into these categories cannot be purchased with this card.

They will then be excluding expenses for alcoholic beverages, tobacco and products other than basic necessities. Furthermore, the amount of 500 euros loaded onto the card represents the total amount that can be accessed, because unlike the Inclusion Allowance, a monthly payment is not established.

It is therefore a question of a one-off support to be used only when you are called for collection at the Italian Post Office. Furthermore, a maximum date is set by which to make the first payment with the card, under penalty of forfeiture of the card: the deadline is December 16, 2024.
