«The disastrous and tragic event that struck the Mesolcina Valley on Friday evening of June 21st is well known. The community of the Valley is shocked by the dramatic outcome that emerged from the searches carried out by the rescuers and by the extent of the devastation that the flood left behind. The rapid, incessant and efficient intervention of all the rescue services, with their troops, coordinated by the crisis General Staff and subordinate formations, as well as the work of the municipal authorities and the action implemented by the citizens directly affected through the use of makeshift means were crucial in limiting the damage and its effects; heartfelt thanks are due to all the actors who have been mobilizing for days for the safety of citizens and their Valley. Today the sky is clear, but Mesolcina is wounded and broken. There are many infrastructures to be made safe and restored (houses, communication routes, bridges, purifiers, aqueducts, pipelines, electricity lines…), some interventions will take less time, others more, such as the restoration of the important northern communication route -south A13. As representatives of the Moesano area in Parliament we thank the Presidents of the Governments of the Canton of Grisons and the Canton of Ticino and the Federal Authority for the visit to the affected area, just as we thank the Laudable Government of Grisons for the closeness shown, but we also count on help and rapid support based on the needs that arise in the Valley. In recent years we have witnessed frequent natural disasters, of various kinds and in various locations, episodes that leave an important, often indelible, imprint on the well-being of citizens and the territory. In our latitudes these situations are particularly evident in the mountain cantons. In our canton, the canton of 150 valleys, safety in this context must absolutely be considered a priority and the prevention of similar catastrophes, particularly through structural measures, must necessarily be strengthened. Prophylaxis is the greatest contribution that can be made to defend oneself from the incalculable consequences of similar events, in terms of human lives, damage to infrastructure and lacerating wounds to the territory. Our appeal to the laudable Government is that it approves, with the indispensable urgency and agreed planning, a framework credit for the restoration of the areas affected by the flood in the Mesolcina valley and that the immediate need to allocate further extraordinary credits for the implementation of an effective and updated prevention of similar events that may reoccur in our beloved and appreciated Canton.
