Chaired by the Prefect of Trieste, the recently reconstituted Territorial Council for Immigration met this afternoon in the Prefecture.
During today’s meeting, the provincial report on immigration was presented (currently being published on the website (https://www.prefettura.it/trieste/multidip/index.htm), in which the presence in the province was analysed. of foreign communities both “long-term”, with the related profiles also relevant to requests for citizenship, and “shorter-term” linked to incoming flows via the Balkan route.
Among the data taken into consideration, there were also those relating to the presence of unaccompanied foreign minors in the territory: on this topic, thanks to the contribution of the UNICEF representative, we focused on the prospects offered by family foster care, a precious tool of support both for the minor’s transition to adulthood and for managing the emergency as a form of widespread reception rooted in the community dimension.
Another topic touched upon was that of assisted voluntary repatriation with the presentation of the “RI.VOL.ARE IN RE.TE” project, active from 2 January 2024 and lasting 3 years. The project, managed by the IOM Coordination Office for the Mediterranean, intends to guarantee and promote access to Assisted Voluntary Return and Reintegration – RVA&R – for citizens of third countries present in Italy, regular and irregular, including the vulnerable, who they decide to return home voluntarily (Toll Free Number 800 004 006).

Furthermore, during the meeting, the operating regulations of the Territorial Council for Immigration were approved and news was given of the launch, with the financing of the European Union through the Asylum, Migration and Integration Fund 2021-2027 (FAMI ), of the activities of the TECA project: Trieste, border and welcoming land.
The general objective of the project, in accordance with the Territorial Plan of interventions, is to strengthen the strategic role of the Prefecture of Trieste and, specifically, of the Territorial Council for Immigration in territorial governance processes and in the expansion of the network of relevant actors involved and the strengthening of action at the administrative-management level and of the services provided to migrants.

Today’s meeting was also attended by representatives of the International Organization for Migration (IOM) and the ApS Committee for the Civil Rights of Prostitutes (implementing body in Trieste of the regional project ‘The FVG network against trafficking NOTICE 6/2023’).
In his introductory greeting, Prefect Signoriello said he was “very happy to have reinstated this important body which had not operated for some time and which takes on strategic importance in the territorial governance of issues relating to the presence of immigrants on the provincial territory, promoting according to typical methods of prefectural intervention, moments of discussion and consultation for the identification of shared solutions among territorial stakeholders based on emerging needs and requirements. ”
