Fires, Roberti declares the state of serious danger

MOLISE. The president of the Molise Region, Francesco Roberti, with his own decree established the period relating to the ‘state of serious danger for fires’ from 17 June to 30 September.

At the same time, the permanent unified operations room (Soup) was activated at the regional Civil Protection Service.

“By decree of the President of the Molise Regional Council nr. 37 of 06/14/2024. THE STATE OF SERIOUS DANGER FOR FOREST FIRES IS DECREED FROM 17 JUNE 2024 TO 30 SEPTEMBER 2024.

1. Anyone who spots fires, which affect or threaten wooded, bushy, grassy and pasture areas, as well as anthropized areas, structures and infrastructures located within the aforementioned areas, is required to immediately notify the Civil Protection operational structures (Regional Operations Room ) 800 120 021 / 0874 7791 and/or to the competent Local Authorities, reporting every element useful for the correct localization of the event.

2. In the period declared of serious danger for forest fires in the Molise Region:

a) in compliance with the content of the Regional Plan for forecasting, prevention and active fight against forest fires in force, pursuant to Law no. 353/2000, art. n. 3, paragraph 9, the following activities are to be considered decisive actions, even if only potentially, in starting fires and, therefore, the following activities are FORBIDDEN in coastal pine forests, wooded and pasture areas:

– light fires of all kinds, including those for picnics or camping, except for specially managed and equipped areas, in compliance with the rules referred to in point 5 below);

– explode mines or use explosives;

– use flame or electric devices to cut metals;

– use engines, stoves or incinerators that produce sparks or embers;

– smoke, throw away matches, cigars or lit cigarettes and carry out any other operation that could create a fire hazard;

– carry out pyrotechnic activities, light fireworks, rockets of any type or other pyrotechnic articles, except in the manner and in compliance with the rules referred to in point 3 below);

For transgressions of the above prohibitions, the sanctions provided for by the art. n. 10 of Law no. 353/2000;

b) in compliance with LR no. 6/2000 and Royal Decree n. 3267/1923, as regularly in the current general and forestry police regulations, until 30 September, it is forbidden to light fires, even controlled ones, within a range of 200 meters from the external or internal perimeter of “clearings” and restricted or unrestricted wooded areas. .

For transgression, the sanctions provided for by art. apply to the above prohibitions. n. 28 of the PMPFs;

c) in compliance with LR no. 8/2005 and subsequent amendments, until 30 September, it is prohibited to burn the stubble of grass and legume crops, meadow grasses, marsh grasses in the fields, as well as weeds even in uncultivated land, along municipal, provincial and state roads. , highways and railways.

The burning of plant residues from pruning or bush clearing, even in heaps, as well as any other deposit of flammable or combustible material is also prohibited. For transgressions of the above, the sanctions provided for by the art. n. 7 of LR n. 8/2005 and subsequent amendments.

3. For the lighting of fireworks, in the areas referred to in point 2), the organizing bodies and/or committees are obliged to give prior information, through the Mayor, to the Permanent Unified Operations Room (SOUP) and to the law enforcement agencies responsible for the jurisdiction with a detailed description of the preventive measures adopted to avoid the accidental triggering of fires, as well as an indication of the size of the emergency response teams. The latter, equipped with suitable AIB and PPE equipment, must be able to prevent ignition and promptly control and extinguish any fires. The Mayors will have to verify on site, before the start of the pyrotechnic activity, the actual presence of the AIB teams, vehicles and equipment indicated in the documentation presented by the pyrotechnician. Where these safeguards are inadequate or insufficient, or in wind and temperature conditions such as to increase the risk of the spread of any fires, the Mayor must suspend or cancel the pyrotechnic activity.

4. The management companies of the State Railways, Anas, the Autostrade Company, the Provinces, the Municipalities, the Land Reclamation Consortia and the Liquidators of the Mountain Communities shall ensure, along the road axes of their respective competence, with particular attention to crossing sections of wooded, bushy, tree-lined and pasture areas, insistent in the regional territory or close to them, to the cleaning of the docks, ditches and slopes, by removing dry grass, plant residues, shrubs, waste and any other material flammable.

5. In the areas prepared and appropriately equipped for picnics, camping, bivouacs and water supplies, the operations referred to in point 2) are permitted, provided that supervision is ensured by the owners and/or managers who they will have to adopt suitable fire defense systems in compliance with the regulations in force regarding safety and protection of public safety, also through mobile equipment equipped with tanks and motor pumps, appropriately equipped on suitable vehicles, for any extinguishing interventions on fires that may arise.

6. The owners, managers and operators of campsites, tourist villages, hotels and accommodation facilities are required, within 15 days. from the publication of this Decree, to create a protection strip 20 meters wide, free from dry grass, brush, vegetation residues and any other type of easily flammable material, along its entire perimeter. Furthermore, they must adopt suitable fire defense systems in compliance with the regulations in force regarding safety and the protection of public safety, also through mobile equipment equipped with tanks and motor pumps, appropriately equipped on suitable vehicles, for any extinguishing interventions on fires that may arise on the edges of the respective tourist or residential complexes. Furthermore, they must prepare special, clearly visible signs indicating the escape routes and collection points which must be kept constantly free and accessible.
