Terlizzi: Fire ordinance: the list of prohibited activities

With summer approaching and temperatures already rising in these last days of spring, the risk of fires reappears in uncultivated, abandoned or anthropized areas which could appear infested with scrub and shrubs. It is therefore necessary to intervene with suitable measures that can both stem the ignition of the flames and prevent the onset of circumstances of degradation due to the uncontrolled growth of brambles and weeds which favor the circulation of rats, insects and other animals.

In order to avoid serious damage to public safety, hygiene and collective health, theunion ordinance n. 6 “for the declaration of serious danger for forest fires, relating to all wooded, bushy, tree-lined and grazing areas of the municipal territory”.

In fact, we read in the document that it is strictly prohibited in all areas at risk of fire and/or immediately adjacent to them, carry out one of the following activities: light fires of all kinds; detonate mines or use explosives; use flame or electric devices to cut metals; use engines (except for those used to carry out authorized forestry work and not in conflict with PPMPF and other current regulations), stoves or incinerators that produce sparks or embers; keep furnaces, wood-fired ovens and uncontrolled public and private landfills in operation; smoking, throwing matches, cigars or lit cigarettes and carrying out any other operation that could create an immediate or intermediate risk of fire; carry out pyrotechnic activities, light fireworks, launch rockets of any type and/or paper hot air balloons, better known as flying lanterns equipped with open flames, as well as other pyrotechnic articles; transit and/or park motor vehicles on unpaved roads within wooded areas; transit with motorized vehicles off state, provincial, municipal, private and local roads, burdened by public transit services, with the exception of service vehicles and agro-forestry-pastoral activities in compliance with the rules and regulations in force; abandon waste in the woods and illegal landfills.

Actions under institutional responsibility must be accompanied by those carried out by private individuals.

Until next September 30th, the owners, tenants and/or managers in any capacity of uncultivated and/or abandoned rural properties, land and areas of any nature and their appurtenances, will have to guarantee the constant cleaning and maintenance of the aforementioned sites. On the one hand, they will have to remove dry grass, brushwood, vegetation residues and any other flammable material. On the other hand, they will have to create suitable protection bands of a minimum width of 10 meters along the perimeter of the affected areas to be subjected to plowing and systematic treatment with combustion retardant products, in order to avoid dangers and/or damage to third parties.

Also until September 30th, the owners or front-end holders of state, provincial, municipal roads, mule tracks and paths and stairways subject to public transit, will have to provide, at their own expense, to carry out the cutting operations of all plant essences, both green and dry, which escape from their property and which spill onto roadways, mule tracks and paths or stairways. Furthermore, they will have to deal, on their own behalf, with the disposal of waste resulting from pruning and weeding, with an absolute prohibition on depositing the remains of grass and brushwood with the manager of the municipal solid waste collection service.

In summary, therefore, it is necessary to undertake safety works and protective strips, restoration of firebreaks, pruning and cleaning of road and railway ditches and embankments. The burning of stubble, straw, spontaneous vegetation and pastures must not be carried out – except in cases permitted by law. Finally, the burning of agricultural and forestry plant residues is prohibited.

Anyone who contravenes the legislative provisions is subject to criminal and administrative sanctions.

In case of sighting of fires, you must contact the competent local authorities, such as the fire brigade, the forestry carabinieri, the local police of Terlizzi, reporting any useful territorial information for the correct localization of the event.
