Finally, after many months of stalemate, on June 26th the winners of the last competition (for 926 places) will take up service in Lombardy. (Perhaps) the surreal story of a bankruptcy procedure will come to an end which, according to the intentions of the Government and the Agency, was supposed to be lightning fast, but which for various reasons (a poorly written and approximate law, superficiality and marked organizational inefficiencies of the Agency) was transformed in a via crucis, with opinions expected and never arrived, an avalanche of warnings and appeals, and finally the pronouncement of the Administrative Justice.

However, it will end, as it did, in the name of chaos, approximation and cynicism, this time too with a single certainty: the interests of the staff (old and new) always succumb to those of the managers of top management of the Agency, who will receive, as scheduled, the hiring of new staff by 1 July (PNRR Objective).

The new colleagues, who for months have felt cheated by the continuous postponements and deferrals, will be asked, without the slightest notice, from one day to the next, to take up their duties on 26 June who knows where (many , if everything goes well within 10 days, they will have to leave their old job and move, some even with family in tow), as if nothing had happened; In fact, it seems that the assignment to the DP will only be discussed during the next week, while the hopes of knowing the territorial location of assignment at least a week in advance are dwindling with each passing day, despite the “Congruous Notice” that was ensured until a few weeks ago by some trade union organization “squire” of the Administration.

For the employees of Lombardy already in service, however, the inevitable consequences remain, on the planning of summer holidays and on assistance for minor children and elderly parents, of the decision to hire 900 people to be trained in the middle of the summer (we are certain in fact that some Director Provinciale will not resist the temptation to review already approved holiday plans and the management of smart working); as well as the almost certainty of not being able to achieve the objectives, suffering the consequent economic consequences, because the budgets had been sized taking into account the arrival of the new resources in March (USB’s constant requests to review them unfortunately fell on deaf ears).

Finally, all staff, old and new, are left with workloads that are still oversized compared to the overcrowded workforce and workplaces in which well-being at work represents a chimera, good only to be flaunted in the institutional parades that the top management of the Agency likes so much.

Not to mention the treatment reserved for interns who won competitions in regions other than the one in which they serve, on whom the Administration would like to impose the elimination of economic and professional seniority.

To make this desolate scenario worse, the Regional Directorate of Lombardy then arrived, which (unlike other large DRs in the country) despite USB’s requests (see lastly the note attached to this press release), confirmed on May 28th that it wanted to proceed to the assignment of offices giving priority to residence (rather than to the ranking, as required by law) and to have no intention of granting deferrals in taking up service for those who are forced to respect rigid notice periods imposed by the previous employer.

According to the Lombardy DR, the corporate logic of the new PA (see the need to avoid the sacrifices of the “best” already residents and that of ensuring the operations of the offices in the medium term, avoiding future requests for mobility within the region) can prevail on the law, with all due respect to the rules and principles dictated by the regulations.

Even on the issue of granting the deferral of taking up service for those who are forced to comply with peremptory notice periods, the Regional Directorate has erected a wall of indifference (except for a desirable last-minute change of heart). We have highlighted on several occasions that in this dramatic socio-economic condition it seems highly unfair to us to leave some new colleague or colleague for 6 months without pay. In fact, new staff will receive salary payments as usual 2-3 months after hiring. If we add to this the decision not to grant deferrals to those who can demonstrate that they are bound by a previous employment contract which imposes strict notice periods, under penalty of the application of penalties equal to 2 or 3 months’ salary, the picture is complete. From 4 to 6 months without salary, for those who perhaps have to move an entire family.

In short, overall the worst business card that the Regional Directorate of Lombardy could give to those who are preparing to be part of it, net of the entirely propaganda operation of equipping new colleagues with new generation laptops ( with priority over the staff already in service, who for the DR can continue to work with devices which, if all goes well, take 20 minutes to turn on).

All of this, unfortunately, in the deafening silence of most of the other trade unions, always ready to defend the actions of the Administration.
