SENIGALLIA – After the utmost urgency, the second post-flood phase begins, the one calibrated over the medium and long term. It was in fact presented this morning, Thursday 16 May, the extraordinary plan for structural and infrastructural works: over 130 million euros of resources allocated for the mitigation of hydrogeological risk in the area affected by the flood of 15 September 2022. Which includes numerous interventions for the Senigallia area and the municipalities of the Misa, Nevola and Cesano valleys, as well as for the area of ​​Pesaro and Macerata affected by the bad weather of those days: among these the construction of expansion tanks and lamination areas, the demolition and reconstruction of various bridges and even an experimental warning system in the event of river flooding.

The announcement came directly from the president of the Marche Region and extraordinary commissioner for floods Francesco Acquaroli, together with the deputy commissioner Stefano Babini, the councilor for civil protection Stefano Aguzzi and the general secretary of the Central Apennines District Basin Authority Marco Casini.

The bill is remarkable: gods 130 million euros as many as 113 are financed with flood funds and are practically part of those 400 million euros disbursed by the government while 17 million with funds from the Ministry of the Environment and Energy Security (Mase).

Expansion tanks and rolling areas

As regards the area of ​​the Misa, Nevola and Cesano rivers, the money will be invested for the completion of the second section of the expansion tank on the Misa river in the Bettolelle area, in Senigallia for 975 thousand euros; the construction of the expansion tank on the Misa river in Pancaldo in the municipality of Ostra Vetere (4 million euros); the expansion tank on the Nevola river in Ponte Lucerta, between the municipalities of Corinaldo and Trecastelli (3.7 million); the rolling tank in the “civico 105” area near the town of Senigallia in the Cannella Case Pergolesi area, including the “Borgo Catena” area in Senigallia (9.5 million); the rolling tank in the “Marazzana” area with expansion of the Bettolelle tank in Senigallia (12 million); the expansion tank in the ZIPA area on the Nevola river in Casine di Ostra (8.2 million).

Hydraulic arrangement of rivers

The rivers will also undergo work: in particular there will be extraordinary maintenance and hydraulic arrangement of the Misa river (3.8 million); the hydraulic arrangement of the Nevola river (2.9 million); the hydraulic arrangement of the Cesano river up to Pergola (6 million); the extraordinary maintenance of the Monache ditch close to the historic center of Serra de’ Conti and the safety measures of the Via Mulino bridge (2.1 million).

Bridges and viaducts

The bridges damaged by the flood of 15 September 2022 deserve a separate chapter. There are many that need to be redone, so the Region and the commissioner structure have established that the “Angeli del 8 December 2018” bridge or former “II Giugno” bridge in Senigallia town center (550 thousand euros); there will be the demolition and reconstruction of the Bettolelle bridge over the Misa river in Senigallia with raising the levels of the road junctions (3 million euros); the reconstruction of the bridge over the Misa along the provincial road 360 “Arceviese” in Pianello di Ostra with restoration of the hydraulic functionality upstream and downstream of the new crossing (2.8 million); identical intervention for the bridge in via delle Selve in Casine di Ostra (2.3 million); the replacement of the road underpass in the industrial area of ​​Ostra (6 million); the demolition and reconstruction of the Sant’Antonio bridge over the Misa river in Serra de’ Conti (2.5 million); and again, the bridge on the provincial road 12 “Corinaldese” in the Passo Ripe di Trecastelli area will be rebuilt on the Nevola river (2.8 million); the via Matteotti bridge also in Trecastelli (2 million) and the San Domenico bridge in Corinaldo (2.3 million).

River monitoring and population warning

Action will be taken according to the extraordinary post-flood plan also with an experimental warning system regarding floods in the Misa and Nevola river basin in various municipalities for a cost of 60 thousand euros. The same number will be engaged in lidar surveys and digital terrain models to support study activities of the hydrogeological basin of the Misa and Nevola rivers; finally, 150 thousand euros will be committed to the study of a protection intervention in the Borgo Molino district in Senigallia.

The statements

Both Acquaroli and Babini underlined the importance of the works that will have to be started, without providing a timeframe, with a view to mitigating risks. The planning of some of these works has already started, they stated, while Aguzzi highlighted how the flooded territories had never been hit by such an important amount of projects and resources in decades.
