With the appointments of Federica Venturelli and Andrea Bortolamasi to the Council, Grazia Baracchi will preside on Monday 1 July as senior councillor, the term that indicates the councilor who has reached the highest individual figure (list vote plus personal preference votes ), the first session of the new Modena City Council. The session was convened by the mayor Massimo Mezzetti for 3 pm in the council room of the municipal building in Piazza Grande.

Baracchi presides over the session until the election of the president which will take place after examining the conditions of candidacy, eligibility and compatibility of the elected councilors, with the relative validation. At least two surrogates are planned to replace Venturelli and Bortolamasi who, in fact, were appointed to the Council: the first of the non-elected ones on the PD list are Alberto Bignardi and Lucia Connola, both already members of the previous Council.
After validation, the mayor is sworn in and, therefore, the president and vice president of the Council are elected. In the first vote, a two-thirds majority of the assembly is required, only with the second vote can a simple majority be used.
After the mayor’s communication on the composition of the Council, it is the turn of Mezzetti’s presentation of the document on the General Government Guidelines that will be discussed and voted on in the second session of the Council, to be held within 15 days, while within ten days of the first session the city councilors will have to declare which group they intend to join, also in view of the composition of the council commissions.
Among the tasks scheduled in the first session of the City Council there is also the election of the municipal electoral commission, with three effective members and three substitutes, in addition to the mayor. The body is responsible for maintaining and reviewing the register of persons eligible for the office of polling station scrutineer.
The Modena City Council is made up of 32 councilors in addition to the mayor. By virtue of the electoral result, Mezzetti’s coalition went beyond the majority bonus of 20 councilors, obtaining 22: 17 Pd, two Avs, and one each for the 5 Star Movement, Modena Civica and Action. The two mayoral candidates Maria Grazia Modena and Luca Negrini entered the Council, the coalition of which also obtained eight other councilors: five for Fratelli d’Italia and one each for Lista civica Negrini, Forza Itala, Lega Modena.
