IMU reduction for building areas with limited buildability – AndriaLive.it

«The Administration led by Giovanna Bruno places another important piece in the creation of a direct and fair relationship with taxpayers.

Already thirty years ago, immediately after the approval of the General Town Plan, its disproportionate size had highlighted how areas hypothesized as buildable could never become so. However, citizens who have owned these areas, which were supposed to be buildable, have had to do so all this time pay the IMU rate in full based on the value that was established from time to time. To this evident fiscal injustice, over time, further constraints have been added to which some of the presumed building areas were subject such as the PAI (hydrogeological planning plan) or the PPTR which in fact limited or even canceled the actual building possibility. And in the meantime the citizen had to pay due to the total disinterest and carelessness of the previous municipal administrations.

The City Council, on June 26, with its own deliberative act, has placed a limit to this evident fiscal injustice. In fact, percentages have been approved that establish the levels of reduction of the payment of IMU rates in the various cases of limitation of building rights. For example, it goes from a 90% reduction in the case of areas presumed to be buildable but declared by the PAI constraint to be at high hydraulic risk, to a 75% reduction for areas falling within networks without a development plan and then gradually up to a 25% reduction for areas falling within an approved development plan and which only lack the agreement.

As a majority political force, we extend sincere thanks to the Financial and Urban Planning Offices that worked on it and to the departments whose political impulse allowed the achievement of this further unheeded request that had been coming from the civil community for some time. For owners of “building areas with limited buildability”, the beneficial effects of this further tax equity provision will soon be highlighted with the next IMU deadlines.
