Verona council split over Marangona, the reasons of Bertucco’s group

Jessica Cugini and Michele Bertucco

Yes is the split announced yesterday took place in the council of the Municipality of Verona on the program agreement between the Zai Consortium, the Municipality and the Province for the development of Marangona sector. The council has given the green light to the agreement, which must be approved by the City Council, but councilor Michele Bertucco expressed his opinion opposition in this regard, already widely announced.

The other members of the council, unanimously, asked Bertucco to draw his own conclusions and the mayor Damiano Tommasi recorded: «It is obvious that what happened today in the Council opens a political phase of reflection, beyond the merit of the resolution itself in which everyone will take their own responsibilities.”

Bertucco is the leader of the civic group “In Comune per Verona”bound to Italian Leftwho in addition to his position as councilor, has a seat on the municipal council, that of Jessica Cugini.

Luca Perini of the Italian Left And Jessica Cousins of “In Comune for Verona” have released a statement to explain the group’s position at the moment. I complete it further down.

In particular, a «“No” which respects the programmatic agreements» and asks «an urgent and in-depth programmatic review, open to the Council, to the majority, to all the political forces of RETE! to the working tables and social organizations regarding the various issues that, as a Coalition, we will have to address in the coming months”. In fact, it is accused that with this program agreement on the Marangona «the electoral agreements were violated».

The split is therefore not definitive and irreversible, although the situation is evidently critical. Bertucco’s group keeps the door open to discussion, even if it confirms the negative vote in the city council (scheduled for next week).

The requests of In Comune per Verona, however, seem to be far from possible: «We take the liberty, from now on, of inviting all the councillors/councillors ask for the cancellation of the program agreement, to carry out a broad discussion, requested by various groups in the progressive area and by Veronese environmentalist associations».

Councilor Jessica Cugini (In Comune per Verona) in the city council

The press release from “In Comune per Verona” and the Italian Left

Below is the press release dated today, June 26, and signed by Luca Perini for Sinistra Italiana and from city councilor Jessica Cugini of In Comune per Verona.

«With yesterday we therefore arrived at the day of the resolution in the Council. An eagerly awaited day, after having argued for some time that, on the Marangona issue, it was necessary hold a moment of broad and in-depth discussion in the city. Our proposals, press releases and the public meeting last Saturday were in this direction.

Even before becoming aware of the progress of the Services Conference and the relevant signature of theprogram agreement on the part of the Municipality, Province and Zai Consortium we had requested a discussion meeting within RETE, the group of all the political forces that developed and countersigned the electoral programme. Even before the resolution reached the council we asked to be able to meet the mayor and decided to hold a public meeting (moment in which we appreciated Damiano Tommasi’s willingness to be present), asking, on both occasions, a postponement of the resolution, a rewriting of the agreementwhich we believe should not be ratified on July 10th, and above all a change to the standard tab. In short, we asked for a time for greater in-depth analysis and debate with who we consider ourselves to be the real stakeholders of the administration: the citizens. Unfortunately, this request was not accepted.

Therefore, as announced in the Council, councilor Michele Bertucco consistently wanted/had to vote against. Now he will go to the Council.

We note with concern that with the proposal on Marangona, in fact, the electoral agreements were violated, i.e. the Constituent Charter of the center-left majority forces and the pact with the citizens of Verona. We fear the same thing could happen on other issues too: from Ca’ del Bue to Nassar, to urban planning exemptions.

We have always expressed ourselves publicly, because politics is, first and foremost, service and representation, responsibility for choices and coherence.

We therefore believe that we have contributed to triggering a necessary public debate in the City. On the Marangona topic today no discussion was held at NETWORK level!contrary to what the Democratic Party expressed in a note. There have been majority meetings in which there have been various discordant notes among those who sit in the Council today. If we want to talk about a “distorted narrative” (words reported by Traguardi), we must refer to the approval of a standard form equal to that of the Sboarina administration, presented as an invisible change that will determine, either with this Administration or with the next ones, a real and effective possibility of cementing 5/6 of an area of 1.5 million square meters, an area larger than the ancient city . We want to reiterate with the utmost clarity that the inclusion of some observations in the resolution is devoid of any binding value. The resolution, we remember, commits exclusively the Municipality of Verona, certainly not the other subjects (ZAI Consortium and Province) who must contribute to the choices.

The only ones binding elementson which the Council will be called upon to express its opinion, they are the standard sheet and the program agreement. This, and only this, will be what will remain in the years to come.

As Italian Left And In the Municipality for Veronaeven in this choice we stick to the electoral program, which is very clear in saying NO to land consumption and YES to a regeneration of the ZAI: NO was reiterated in the Council to the Marangona project and the the same line will be maintained in the Council.

We take the liberty, from now on, to invite all the councilors to ask for the cancellation of the program agreement, to carry out a broad discussion, requested by various groups in the progressive area and by the environmentalist associations of Verona.

As environmentalist, civic and left-wing forces, we feel that we share the assumptions and founding principles of the programmatic constituent charter based on the vision of a city model different from previous centre-right administrations.

We won the elections on the basis of a unified and participatory project, with working tables and active listening to the citizens, clearly indicating the path of change with respect to the disasters of the right of the last fifteen years; a change not of facade, but capable of going to the root of the issues, putting in the foreground the common good, the public interest (starting from the most fragile segments of the population and the increasingly violated environment) and the contrast to speculative interests and mafia appetites that have already cannibalized entire parts of the City (from building areas to Institutions and companies).

In the name of this commitment made in 2022, our electoral program must now be forcefully relaunched, reconvening the working tables and the entire Coalition. We believe that the way forward is to promote an urgent and in-depth programmatic verification, open to the Council, to the majority, to all the political forces of RETE! to the working tables and social organizations regarding the various issues that, as a Coalition, we will have to address in the coming months. Ours is an appeal to take the path of change without uncertainty or ambiguity, which cannot remain an empty word but must be filled with contents, starting from those present in the RETE! Table Programme, with respect to which we continue, and invite everyone, to be cohesive, coherent and consequent.”
