Regeneration interventions in schools, 27 million for 10 southern provinces

MOLISE. Regeneration interventions on 112 school buildings in 47 Provinces throughout the national territory, for an investment of 81 million of euros charged of the Planning Structure of the State Property Agency. It is the first positive assessment of the activities that the State Property Agency and the Union of Italian Provinces (UPI) have carried out to allow the Provinces to benefit free of charge from the support of the Design Structure for engineering and architecture services and technical assistance on the public school assets under their jurisdiction.

With the supplementary act to the Agreement, signed today by the General Director of the State Property Agency Alessandra dal Verme and the General Director of UPI Piero Antonelli, it is updated, in compliance with the regulatory provisions (Prime Ministerial Decree of 29 July 2021, art. 5, c. 3), the programming for the three-year period 2024/26 of the activities of the Planning Structure in favor of the Provinces, in light of the results of the public notices launched in July 2023 for those in the South (pilot project on Campania, Basilicata, Calabria and Puglia) and in March 2024 for the Provinces of the Centre-North (Piedmont, Liguria, Lombardy, Emilia-Romagna, Veneto, Tuscany, Umbria, Marche, Lazio, Molise, Abruzzo).

The planning of activities in favor of the Provinces – which will be reviewed every year and integrated by 31 December, also on the basis of the proposals agreed by the Technical Table established between the Parties – is part of the broader action implemented by the State Property Agency to the creation of value in the territory, promoting principles of sustainability, innovation and digitalisation.

The Design Structure, born from the need to implement the capacity building of the Territorial Bodies and today fully operational, in the three-year period 2024/26 it will support the Provinces by engaging 81 million euros (27 million for 10 Southern Provinces and 54 million for 37 Central-Northern Provinces) for the assignment to external professionals of engineering and architectural services who develop designs for a volume of investments of approximately 600 million euros.

The Province system will thus be able to benefit from a technical structure with qualified skills in programming activities and care of all technical aspects of quality in the design and execution of interventions, with particular attention to improving performance and energy efficiency of school buildings, as well as in the use of Building Innovation Modeling (BIM) methodologies.

To promote innovative solutions and design best practices adopted in the interventions carried out within the framework of the Convention throughout the national territory, the UPI will continue its training activity aimed at the Provinces. The next appointment is scheduled for July 16th.
