Last Wednesday, three meetings on the subject took place in Sicily, almost simultaneously new procedures for authorizing overtime.

Palermo, Catania and Messina. Evidently the managements are in such a hurry to get their hands on it casus belli of the moment (which as far as we know, at the moment, has only produced authorization changes in Sicily) to be able to choose a single day to convene the unions on the same matter. Long live the homogeneity of the rules in Sicily!

After years during which the overtime institute made up for staff shortages in the offices to make the administrative machinery work or was even used structurally to cover shifts at airports in Sicily, in short, an institute ready-to-wear good for all occasions but which in the new era ofausterity (without a comma that has changed the rules on the matter) must be made and motivated directly by the worker and then pass, according to the proposals of the public side, through an even preventive, individual and daily authorization process.

In some offices the staff has to be moved because it is not possible to guarantee essential services, in others we have to resort to sharing, of questions, mobility and competitions for Sicily there is no mention of it and how can the issue be resolved? Simple! Offloading the burden of motivation and communication onto staff.

As done at the last DT meeting on May 31st (you will find the summary in the ad hoc press release) as USB we have expressed our absolute opposition to any form of personalization of the extraordinary: a real inversion of rights and duties. It is, or rather it should be, the managers who know the workloads, the activities to be planned, and any staff absences to be filled. The fact, then, that this actual reversal occurs after accounting controls and under the sword of Damocles of the oft-cited “damage to image” smacks of a real buck-passing on the staff.

The buck passing feeling now that the potato is hot it even cost the USB delegate a disciplinary report for treason at the Palermo meeting, where the responsibility for not having trained enough was even passed onto the staff (see last note 2655/2024).

How do we put it, then, given that in all the notes the content of the art is clearly written in black and white. 25 of the CCNL for which “the worker, unless there are justified reasons for impediment due to personal and family needs, is required to carry out overtime work”?

We are against this deresponsibility of the top management of the Administration not only for a question of personnel protection and because we think that the lavish salaries serve precisely to take responsibility for organizing the work (on which the directors never miss an opportunity to reiterate the full powers and on which as USB we announce battle to ARAN during the renewal of the CCNL) without subcontracting the responsibility to third parties, but also for a question of transparency.

Unlike those who make absurd pretexts about privacy (!), in all the tables like USB we have asked for the statements of the authorized extraordinary and we are absolutely in favor of shared folders to which all Office staff can have access without state secrets or disparities of treatment. There are already well-established models in other organizations for which, month by month, activity by activity and worker by worker, data on overtime is known with communications made to all staff.

Much more simply, in our humble opinion:

  1. There are many activities that physiologically can involve exceeding the scheduled hours. From the infamous handover at the airport (which, as USB, we have always asked for), to all the activities indicated by current legislation and referred to in the same note of the Sicily DT 9992/2024 (attached);
  2. Anyone who makes themselves available to work overtime hours communicates this to their manager without having to take on motivational costs that are not their responsibility;
  3. Once the activities to be carried out outside ordinary working hours have been identified, a principle of equal treatment and rotation must be implemented.

Then there is the question ofprior authorization. The Headmistresses and Directors persist in exchanging adverbs “duly” and “expressly” contained in the CCNL with “preventively”. A contradiction given that overtime is by definition exceptional and that it cannot be used as an ordinary work planning tool, as we have always said, undergoing mud campaigns (even by some unions that love to act as the tribune of the plebs with alternating current) for having reported the violation of the right to rest at Sicilian airports.

Given the above, we note that:

  1. In Palermothe trade union discussion is still open and there is talk of an experimental authorization process (which does not mean ineffective) which we await verbalisation, given our opposition to the premises as argued above. We are not available to put patches on patched holes;
  2. In Messina a service order has just been issued which has incorporated several of our observations at the table, and on which we will shortly make an overall assessment but which in any case does not burden the worker with tasks, does not hide behind prior authorization and passes from the daily prospectus ( !) to the weekly one;
  3. In Catania the Management, regardless of the opposition expressed by the union, after having held an “informal” meeting, decided to issue a service order which will come into force from 1 July 2024 with all the critical issues already exposed, with the addition of that of privileged channel already identified for section managers for carrying out coordination tasks that cannot be deferred.

Starting right from Catania, we ask our colleagues to raise their heads together with USB to send this message back to the sender modus operandi from handouts, which doesn’t take into account staff shortages, which breaks the worker down by making him do a thousand things together but then x-rays him, who in the ODS writes “talk to the unions” but doesn’t listen to them.

The reaction must be extraordinary, not the delayed ethics lesson of those who, thanks to the achievement of the objectives, grant from above without even bothering to put in black and white that the resources allocated do not even cover the openings provided for by the laws in question. matter
