A suspicious double role. L’budget councilor of the Abruzzo Region Mario Quaglieri was entered in the register of suspects as part of an investigation by the L’Aquila Prosecutor’s Office into an alleged suspect conflict of interest. Under the magnifying glass is the link between his political officeheld since the first mandate in 2019, and his contemporary professional role of a surgeon contracted with some private clinics of the province. In addition to his name, that of was also entered Lucia Di Lorenzoowner of the clinic of the same name where Quaglieri worked and works as a surgeon with an employment relationship not as an employee.

The investigation, coordinated by prosecutor Marco Maria Cellini, aims to shed light on the status of the councilor and find out whether a regional administrator can actually work for affiliated structures with the national health service to which the Region assigns funds. For this reason, in the eyes of the Carabinieri and Fiamme Gialle there is also the resolution of the regional council approved in end 2023 for the accreditations of healthcare facilitiesamong which there is also the Di Lorenzo clinic, aimed at combating the passive mobility in the region and financed with 20 million of Euro. At the moment the charges are not known, which should be different for Quaglieri and Di Lorenzo. The two however, on the morning of June 19ththey suffered a search it’s a seizure of documents, the first in his home in Trasacco, the second in the health facility in Avezzano.

Quaglieri has been involved in politics for years, as well as medicine. From the 2012 and for two consecutive terms it was mayor of Trasacco and since 2019 he has been part of the Abruzzo regional council, in which in the elections of 10 March last he was elected with almost 12 thousand votes among the ranks of Brothers of Italy. Before becoming councilor he was also regional councilor and president of the Regional Health Commission. In recent months, the alleged incompatibility was denounced by the Democratic Party, in particular through the regional councilor Pierpaolo Petrucci with a series of actions including a complaint to the National Anti-Corruption Authority (Anac). This, however, declared itself not competent in the matter and postponed the examination to the Abruzzo Regional Council and the Regional Council.

“It is clear that councilor Quaglieri cannot have committed the alleged actswhich appear to be the result of a legal blunder”, comments the lawyer in a note Carlo Polce, lawyer of Mario Quaglieri. “It is disconcerting – he adds – that we are once again returning to the issue of conflict of interest despite the Anac and the Board for elections within the Regional Council having clarified, once and for all, that there is no incompatibility between the role of surgeon with a freelance relationship and the role of councilor and regional councillor. It should be specified – the lawyer continues in the note – that the proposed resolutions of the Regional Council regarding accreditations for health facilities are prepared in their entirety by the Department of the Department of Health which has exclusive competence, while the budget department has no power and does not affect their content. It should also be underlined that the health facilities receiving the resolutions are identified by the competent offices, not by those of the Budget Department and, in any case, the amount of accreditations is established by algorithms established by law”.
