“If differentiated autonomy produces fragmentation of rules and parochialism, it will be bad for businesses. If a company is forced to dialogue with 20 Regions with 20 different regulatory systems, it will certainly be less competitive than its competitors in France and Germany and Italy’s economy will be damaged.”
