This morning at the Abruzzo Region building, the Red Code coordination Adele Di Rocco and the president of the Human Rights of Prisoners Nagidia Di Rocco and vice president of the coordination, together with the family members of the young man from Giulia Patrick Guarnieri, who died on 13 March in the Castrogno prison on which the Teramo prosecutor’s office opened an investigation to shed light on the causes of his death, were welcomed by the councilor for social policies of the Abruzzo region, Roberto Santangelo.
Three months after the young man’s tragic death, there have been numerous demonstrations and requests to relevant bodies of all institutional levels.
The presidents of the associations mentioned, together with the Guarnier family, brought the case to a parliamentary question already discussed in May and presented this morning at the Abruzzo Region welcomed by Santangelo to discuss the Castrogno prison emergency and request a regional question.
“The number of deaths in prison has risen to 4 since the beginning of the year and numerous problems crowding out the penitentiary institution include prisoners with pathologies not compatible with the prison system, prisoners in pregnancy, prisoners with minors and as in the case of Patrick, who should carry out one’s sentence in an alternative section aimed at the requalification of the individual and specific treatments – the associations say – IAn important request is that of the immediate appointment of the figure of the Guarantor of prisoners and of being a civil party in the trials of deaths in prisons in the Abruzzo region. The death of Patrick Guarnieri represents the failure of the prison system and has opened a scenario of violation of human rights which already in 2017 the European Community condemned the Italian prison system because it is not in line with the European prison system and for the serious violations of rights humans.”
