Pharmacy services in Emilia-Romagna: ok for 3 million euros for testing

The Regional Council of Emilia-Romagna has approved the allocation of resources amounting to 2,995,160 euros to local healthcare companies for the remuneration of services and care functions provided by affiliated pharmacies, as part of the service pharmacy experimentation. In the resolution of 11 June 2024, signed by the manager Elisa Sangiorgi – Head of the drug and medical device governance area -, the Region recalled that the provision of resources to the companies will take place following regional monitoring and checks on the activities actually carried out by pharmacies. In a first phase, 70% of the amount will be recognized, while the balance of the remaining 30% will be paid by the State after the approval of the final report by the Joint Committee and the Technical Table established at national level.

Distribution of resources among local health authorities

As for the distribution of resources between the local health authorities of Emilia-Romagna, it was based on the number of pharmacies present in the respective territories. The Romagna Local Health Authority is the largest beneficiary, with an allocation of 730,206 euros, followed by the Bologna Local Health Authority with 572,797 euros. The Modena Local Health Authority was allocated 450,367 euros, while the Reggio Emilia Local Health Authority received 338,868 euros. The Parma Local Health Authority will receive 319,192 euros, the Ferrara Local Health Authority 279,839 euros and the Piacenza Local Health Authority 216,438 euros. Finally, 87,449 euros were allocated to the Imola Local Health Authority. Overall, the resources amount to 2,995,160 euros and represent 70% of the share due to the Emilia-Romagna Region for the two-year period 2021-2022.

Prevention, first instance services and management

The initiative is part of the experimentation launched with the 2018 Budget Law to expand and enhance the role of pharmacies as principals of the National Health Service. The services provided include participation in prevention campaigns, the provision of first-instance analytical services, the care of chronic patients and integrated home care. It is useful to remember that last March the Regional Council of Emilia-Romagna approved resolution no. 247 with the general, procedural, organisational, structural, hygienic-sanitary and technological requirements that pharmacies must possess to carry out healthcare activities, in addition to dispensing medicines. The body had published the resolution in the Official Bulletin of the Emilia-Romagna Region n. 75 of 13 March 2024.
