Dear colleagues, I am Massimo Diglio pedagogist, teacher and professional educator, pedagogical associate and healthcare associate, candidate for the Multi-Register Order of Educational and Pedagogical Professions,

– by virtue of the very recent entry into force of the following provision: LAW 15 April 2024, n. 55 Provisions regarding the organization of pedagogical and educational professions and the establishment of the relevant professional registers. (24G00072) (GU General Series n.95 of 23-04-2024), as a member of APEI: Italian Association of Pedagogists and Educators which brings together Pedagogists and professional socio-pedagogical educators from all over Italy to promote their professional role in every working environment operating in pursuant to Law 4/2013*;

* This association, established in 2007, stands out for its political/professional commitment aimed at the legal and cultural recognition of pedagogists and professional socio-pedagogical educators. He participated in the drafting of Legislative Decree 2443 (Iori) and contributed concretely to the approval of Law 205/17 and Law 145/18 which introduce the regulation of the professions of Pedagogist and Professional Socio-Pedagogical Educator, defining their work areas, furthermore he played a prominent role in the proposition and recent approval of the register law.

– having recognized the need to inform all professional staff relating to the Educational and Pedagogical area, and in order to adequately and appropriately guide students’ choices regarding the definition of these professional roles;

I would like to inform you that:

On 23 April, Law 55/2024 was published in the Official Journal containing “Provisions regarding the regulation of pedagogical and educational professions and the establishment of the relevant professional registers.” The provision provides for the establishment of the register of pedagogists and the register of professional socio-pedagogical educators and the Order of pedagogical and educational professions in force from 8 May 2024.

In article 1 of the law, the pedagogist is defined as “the specialist in educational processes” with a role of coordination and verification of interventions in the pedagogical, educational and training field aimed at the person, the couple, the family, the group, to social organisms and the community in general.

Article 3, however, qualifies the socio-pedagogical professional educator as an “intermediate level operational professional who carries out planning and consultancy functions with scientific autonomy and ethical responsibility”. The professional educator works in the socio-welfare and socio-health sectors and is responsible for developing intervention projects in favor of individuals who are in conditions of hardship and difficulty, collaborating with other professional figures.

The establishment of the registers relating to these two types of operators establishes the definitive recognition of the fundamental role that pedagogists and socio-pedagogical educators play within society.

Furthermore, it should be underlined that these are very numerous professional categories, for educators alone, there are 250 thousand professionals and 12 thousand new graduates who graduate from 42 degree courses in Educational Sciences every year.

The law lists the requirements necessary for the exercise of professions and allows simultaneous registration in the two professional registers; both categories are subject to the obligation of professional secrecy.

Those registered in the professional registers constitute the Order of pedagogical and educational professions, a non-economic public body – established on a regional basis – which “acts as a subsidiary body of the State in order to protect the public interests, guaranteed by the law, connected to the exercise professional”.

Finally, the law recognizes as equivalent the qualifications obtained from foreign university institutions which, by decree of the Minister of University and Research, following the opinion of the National University Council, are recognized as having particular scientific relevance on an international level.
