Abruzzo earthquake 2016: more resources and advances for reconstruction

News from the Commissioner for Reconstruction after the 2016 earthquake: adjustment of resources for the advancement of public reconstruction and advances for private reconstruction

The increases concern the ATER reconstruction project in Ovindoli (Aquila) in Piazza Mazzini, with a total contribution that now amounts to 865 thousand euros (469 thousand increase); the intervention for the municipal gym and multifunctional hall in Torano Nuovo (Teramo), which is financed with 1.3 million euros (612 thousand euro increase); the demolition and reconstruction project of the former school building in the Bascianella hamlet of Colledara (Teramo), which will be used as three residential homes thanks to a total contribution of 537 thousand euros (319 thousand euro increase).

“The increase in prices on the one hand and the progress of planning on the other, which often highlight further economic needs to optimize the interventions, has posed to us the question of adapting the planned contributions to allow public reconstruction to continue without obstacles of financial nature – declares Commissioner Castelli -. I thank the President of the Region Marco Marsilio, with whom we shared the decision in the earthquake cabin, the director of the Abruzzo special reconstruction office Vincenzo Rivera who together with the staff of the Structure supports the territory every day in the difficult but now underway reconstruction work”.

News also for the private reconstruction. The Earthquake Committee has reached an agreement on an Ordinance which makes some changes to the Consolidated Law on private reconstruction, among these the modification of the art. 30 which provides, for families who have to relocate the house to be rebuilt and want to buy an alternative property, to obtain the advance on the contribution for advances or deposits necessary for the purchase.

Another modification concerns the articles. 21, 36, 42 and 44 and is aimed at standardizing, simplifying and harmonizing the regulation of the contribution in the case of damaged buildings characterized by the simultaneous presence of real estate units that cannot be used at the time of the seismic event and of real estate units that can be used for residential or production purposes .

“These are expected changes in the territory of the 2016 crater, where the start of reconstruction, if on the one hand is a positive circumstance, on the other has created logistical and economic problems in various situations, as in these specific cases now addressed by the Ordinance – comments the 2016 Earthquake Repair and Reconstruction Commissioner Guido Castelli -.

The new provision for those who are forced to relocate their home facilitates families who have to pay advances or deposits to purchase the new home. A necessary support for those who find themselves forced, for safety reasons, to move their home and need resources to stop the home chosen as a replacement. Also very important is the modification that harmonizes the contribution in the cases of buildings where usable and non-usable real estate units coexist, to avoid impediments to reconstruction and urban voids. I thank the Presidents of the Abruzzo, Marche, Lazio and Umbria Regions with whom I shared these decisions in the Cabin. It is important to continue, where necessary, with a work of millimetric adjustment of the regulatory instruments, so that they are a support and not an obstacle to reconstruction”.
