The tender from the province of Foggia which should have led to the activation of a summer maritime line to connect Manfredonia and the Tremiti Islands was unsuccessful. The project, supported by the Puglia Region with funding amounting to almost 400 thousand euros, had as its main objective the creation of a series of regular and efficient connections that were active during the summer months. Yet, this time too, the attempt was a failure.
The competition for the assignment
The procedure launched to identify a suitable operator for the service saw the participation of only one candidate, Ct Peschici Srl. This company, which in the past had already dealt with the maritime connection service as part of the temporary association of companies (Ati ) Gargano Metro Marine, together with the company A.Galli & Figlio Srl.
However, the judging commission decided to exclude the operator after realizing that, as shippingitaly.it explains, the documentation had some deficiencies.
The case
Specifically, one of the main requirements contained in the tender stipulated that the participants had managed, in the previous three years, contracts for similar services and with a unit amount of at least 300 thousand euros.
Ct Peschici Srl, on the other hand, would have presented in its offer contracts in which it had taken part as principal in the ATI and in which it had participation percentages of 20% (for 2022) and 45% (for 2023). The commission would therefore have considered these percentages insufficient to satisfy the requirement required by the tender. Factor which was followed by the exclusion of the company from the tender.
Previous attempts
This, however, does not represent the first attempt at an award which ends in nothing. Even in 2023, the first maneuver to assign the service was unsuccessful, while the second attempt was successful. Now the Province of Foggia, as happened in the previous year, could decide to launch a new procedure to assign the service before the start date, set for 1 July.
