‘Save home’ law decree: appreciation and criticism from Cna Piemonte Nord

Novara – CNA Piemonte Nord shares the assessments expressed by the artisan associations in the Environment and Public Works Commission of the Chamber as part of the conversion process of the Save Home Law Decree. “It’s a step in the right direction – says director Marco Pasquino – but it highlights the need to proceed with an organic reform of the building and urban planning system, with the creation of a single building code that can offer a sustainable and long-term solution”.

For CNA it is also appreciable that the decree does not present the characteristics of a building amnesty, but rather an action aimed at simplifying and clarifying the administrative procedures relating to the legitimization of properties which focuses on a more orderly and transparent management of minor building irregularities. This balance between administrative simplification and compliance with existing building regulations represents an important step towards more efficient and correct management of real estate assets.

“We recognize – says Filippo Calcagno (photo), president of CNA Costruzioni Piemonte Nord – that the decree aims to eliminate the legal ambiguities that often hinder sales and renovations. It will be essential to carefully monitor the implementation of the measures to ensure that they produce the desired effects in relaunching the real estate market and enhancing the value of the building stock. Furthermore – recommends Calcagno – the incentive system will have to be reorganized to support the restructuring interventions, otherwise the measure will not be able to achieve its objectives”.
