A possible treasury damage of almost 3.7 million euros: this is the hypothesis that the Court of Auditors is working on with regards to some resolutions of the Campania Region, which would have provided the administrative coordinators of the council groups and the secretariat managers of the council commissions with “illicit ancillary economic treatment equivalent to managerial treatment”. This morning, invitations to deduce, or simply to “provide detailed explanations”, went out to the alleged perpetrators, i.e. 17 managers and former managers of the Campania Region. Among these also excellent names in Italian politics: Gennaro Oliviero (Democratic Party), current president of the Regional Council of Campania, the former president Rosa D’Amelio (Democratic party), Vincenzo Maraio (now national secretary of the Italian Socialist Party) and other members and former members of the Bureau of the Regional Council.

According to the hypothesis of the Regional Prosecutor’s Office for Campania of the Court of Auditors, the fiscal damage is estimated at almost 3.7 million euros. The thesis of deputy general prosecutors Mauro Senatore and Davide Vitale, coordinated by the prosecutor Antonio Giuseppone, is that an economic treatment similar to the managerial one would have been recognized to figures “without an adequate professional profile”, in contrast therefore with the exclusive competence assigned in the matter to the state legislator, with the national collective labor agreement and with the same regional legislation introduced starting from 2021 as well as in violation and evasion of the constitutional ruling. All through specific resolutions adopted between 2019 and 2021 and despite a ruling from the Constitutional Court having already declared the unconstitutionality of this alleged similar economic treatment, through the creation of special funds established with regional laws. Hence the decision to invite to deduce the 17 people involved, who were notified of the measures by the Economic-Financial Police Unit of the Financial Police of Naples this morning.
