The State has cut 3,100,392 euros Fund for non-deferrable works (FOI): resources requested by Asst to complete the projects to strengthen the emergency-urgency area, pre-assigned by the Ministry of Economy on 11 August last and then unconfirmed with a decree of 2 April. A situation that risked blocking all 10 interventions, already designed, approved and contracted, due to a lack of funding.
The Asst broke the deadlock by deciding to “sacrifice”, at least temporarily, two of the works and to redistribute the funds thus saved on the others. And for once the decision was not to safeguard Voghera and penalize Vigevano, but the opposite: at the civil hospital all works are confirmed.
The general director Andrea Frignani has chosen to remove from the deck the intervention relating to the 10 new intensive care modules in Voghera, which was worth 4,323,298 euros, of which 2,568,687 were available, and 289,831 euros for the adaptation of the emergency room. Also because for that hospital, we read in the resolution, «a design hypothesis is being developed which envisages a functional reorganization of the entire complex and would find concrete expression in the creation of a new pavilion» in which to concentrate «in a single macro block specialized in interventional activities”.
These two works therefore end up on a dead end at least for the moment, waiting to be resumed in the future, and the 2 million 858 thousand euros that were intended for them are moved to the others to cover the higher costs no longer covered due to the Foi cut . The resources were assigned in 2020, in the midst of the Covid emergency, but since then It’s been almost four years only for drafting projects and meanwhile the funds have become insufficient due to price increases and the need for changes to resolve a series of interferences: for example reconciling construction sites with an emergency room which must continue to function.
The move will have the effect of unblocking the other projects: «Thealmost immediate and simultaneous start of all the interventions planned in Vigevano and Stradella, while for Voghera only semi-intensive care interventions were performed.” In detail, in Vigevano the emergency room will be raised to create a first floor where they will be placed 10 new intensive care beds (6,252,821 euros with the latest adjustments), theexpansion of the emergency room itself with two separate interventions for 1,266,206 euros and the creation of two semi-intensive therapy beds in the former Emodinamica (643,797 euros).
