Four months of “serious danger” for forest fires in Campania: the Campania Region, in mutual agreement with the General Directorate of Regional Civil Protection and after the assessments of the Multi-Risk Functional Center on the climate framework, has launched a handbook of rules which will be valid from 15 June to 15 October, unless extended, to prevent sudden fires from breaking out due to carelessness on the part of private citizens. These are five fundamental rules, which include:

  1. the ban on lighting open fires in the woods and up to a distance of 100 meters from them, as well as in pastures;
  2. the ban on the burning of plant, agricultural and forestry residues;
  3. the ban on burning stubble and weeds, even uncultivated ones;
  4. the ban on lighting fireworks, launching rockets of any type and/or paper hot air balloons, better known as “flying lanterns”, equipped with open flames, as well as other pyrotechnic articles at a distance of no less than 1 kilometer from wooded areas and pastures, except for specific exceptions;

Furthermore, the fifth point is the ban on carrying out the following activities in the woods and pastures:

  • use engines or stoves that produce embers or sparks;
  • use flame or electric devices to cut metals;
  • explode mines;
  • smoke or carry out any other action that could create a mediate or immediate risk of fire such as, for example, throwing matches or lit cigarettes;
  • park vehicles on unpaved roads in wooded areas.

There are also different requirements for military exercises, for the transit of trains in wooded areas, for dealers of external LPG and diesel systems, in fixed tanks, for domestic or commercial use and so on. Furthermore:

The Civil Protection of the Campania Region draws the attention of the Mayors to the need to strengthen reconnaissance, surveillance, sighting and alarm activities for forest fires in their territory, also making use of voluntary civil protection associations, as well as to raise awareness among citizens and the trade associations of farmers and breeders, promoting the culture of civil protection and the correct rules of conduct for protecting the environment.

We also recall the obligation for Municipalities to establish and update the register of areas affected by fire, as well as to draft and update the civil protection plan which also includes the risk of forest and interface fires.
