the second masterplan ready for the green light

The second one master plan of the Mediterranean Games it is ready and will most likely be examined by the organizing committee on 17 June. The call by president Massimo Ferrarese, who is also commissioner of the Games, has been made. Masterplan therefore ready, with Ferrarese finishing writing the accompanying report.

It will be a full program of works to be added to those financed with the first master plan (the renovations of the stadiums in Taranto and Lecce and the PalaRicciardi in Taranto) and works to be included. The latter either because they were recovered (this is the case of Francavilla Fontana, whose facilities were initially in the program and then were removed), or because they were new (for example the Magna Grecia tennis center in Taranto). In addition to the projects mentioned, Magna Grecia and Francavilla Fontana, the second masterplan will also include Sava with a sports hall and stadium, roofing of the Via del Mare stadium, roofing of the Iacovone, integration of the PalaRicciardi, skate park, ice rink and four further fields from tennis to Taranto (since Magna Grecia can host eight and 12 are needed for the Games).

And again, eight school gyms between Taranto and Statte (one) and a gym and horse riding facility in San Giorgio Ionico.

Regarding resources, the hypothesis is increasingly gaining ground that the commissioner will commit all the resources remaining from the ceiling of the 275 million made available by the Government between 2022 and 2023. Of the 275, 167 have already been committed with the first master plan relating to 27 works , in which there are, among other things, 28 million for the Iacovone in Taranto, 11.3 for Via del Mare in Lecce, 36,900 for the swimming stadium and 14,635 for the water sports center, the latter two both in Taranto. Therefore, after removing the 167 finalized from the 275 million, 108 remain and this should be the entire amount to be committed to the second master plan.

Until a few months ago, the additional part for works and works should not have been 108 million, because approximately 30 million had to be subtracted from this figure for the costs of organizing the Games. There would therefore be around 78 million left. Except that the expansion of the projects (the stadiums of Taranto and Lecce) and further interventions that it was decided to do revealed that the 78 would not be enough. Hence a first hypothesis: put only 10 million on the organization, considering that these are not expenses that should be made now. Now, however, we are thinking of using the entire remaining quota. And the organization? It will be financed with what will be obtained from the auction reductions of the tenders for the various works, or, given that it is not an excessive expense, perhaps another intervention will be asked from the Government.

Once addressed in the committee, the new master plan will immediately go to the Government which will have to prepare a second financing decree. It is hoped that this time the decree will arrive quickly, otherwise the work schedule, which is already at its limits (26 months until the inauguration of the sporting event), risks being canceled and compromising the construction sites and the execution of the works.

In terms of costs, the coverage of the Lecce stadium remains confirmed at 25 million, while for the Iacovone it is no longer the 50 envisaged a couple of months ago but has gone to 60-62 million. Since the Sport and Health planning company, which is public, will deliver the project within a few days which will then go to the services conference, we are trying to reduce costs, at least to stay below the 60 million mark. The roofing and perimeter cover, both in steel, are the aspects that have caused the expense to skyrocket, so we are seeing if it is possible to save through different solutions. For example, use pylons and tie rods instead of making a casing roof. With the pylons and tie rods, the quantities of steel would be saved.

However, for the water sports competition field, which will be in Mar Piccolo in front of Cimino park while the center will be in the former Navy torpedo station, part of the mussel facilities will be removed to create a corridor 150 meters wide and 2 kilometers long. However, interference with mussel farming is minimal. The competition field and nautical center will be given to the national federation with the aim of making it an important national structure.

Finally, in the committee of 17 June we should also proceed with the appointment of the other area managers who will support the general director Carlo Molfetta. In the meeting of 29 May, the roles were made official for Giuseppe Di Palo from Naples, former rower (sports), Tania Zurich from Rome (international relations) and Cristina Papini from Milan (marketing).

In the meantime, the commissioner’s structure is proceeding with new hirings both through the public company Eutalia and through the command and secondment procedure.
