PESARO – Healthcare and the assembly of mayors, there is controversy between the president of the province and the mayor of Urbino.
«The mayor of Urbino Maurizio Gambini continually accuses me of not wanting to convene the assembly of mayors on territorial health – explains Giuseppe Paolini, president of the Province – According to his declarations he would have been better, because he has brought it together many times under his presidency. While I would have stopped all meetings. These days he often repeats it in his pre-election meetings. I no longer accept instrumental accusations of inaction, given that the stalemate is due to the regional council. And I cannot convene any conference of mayors: the same guidelines of the regional council affirm this after the new regional law of August 2022. But since the mayor of Urbino continues to bring me up, I will summarize the issue once and for all, because it’s time to clarify things and stop the exploitation of my work.”
The President of the Province Paolini takes the papers and reconstructs the facts: «As mayor of Isola del Piano I have had the task of presiding over the assembly of mayors of Vasta Area 1 since September 2021. And it is not true that I have never convened the assembly, on the contrary of what Gambini says: the last time dates back to July 2022. Then the Region approved a new regional law (number 19 of 8 August 2022, ed.) on the organization of the health service. With this law he replaced the previous assembly of mayors, of which I was president, with a new conference of mayors.” Which, as reported in article nine of the regional law, «is established in each territorial health company and carries out its functions through the representative body, made up of four members and the president. The president is elected by majority.” The functioning of the conference, as highlighted by the new law, is governed by a regulation which must be approved on the basis of the guidelines of the regional council, following the opinion of the Cal (Council of Local Authorities).
Paolini underlines: «Last 6 February the regional council decided to request the opinion of the Cal on the draft guidelines. Last February 27, the Cal provided its opinion, but asked the regional council for some changes to the addresses. To date, the regional council has not yet approved the definitive text. Among other things, the guidelines of the regional council state that ‘the first meeting of the conference of mayors is convened by the general director of the local health authority of reference’. So how could I summon her? Gambini explain it to me.” Not only that: «The guidelines of the regional council establish that the first conference of mayors is chaired, until the election of the new president, by the oldest mayor. This is a verification which in any case is the responsibility of the Region. Therefore the new conference, first of all, must approve the regulation and then elect the president from among its members. Does Gambini know this? What do I have to do with all this? Should I call meetings when I can’t? I believe that Gambini should address his accusations of inaction to others.”
