The change to the 2024-2026 budget forecast was approved, which was the most important point on the agenda of the Provincial Council on Monday 4 June.
Voted unanimously, the change that received the approval of the assembly (meeted in a mixed format, with participation both in person and via an online platform) mainly concerns the application of administration surplus for 3.9 millionthe application of the restricted capital part surplus for 1.2 million, the application of the earmarked surplus for 300 thousand euros (to finance the forecast of changes to the economic framework of two Pnrr interventions) and the application of the earmarked surplus for 700 thousand euros .
The contents of the variation are numerous and heterogeneous: they are included among other things ordinary and extraordinary maintenance interventions for roadsinterventions relating to school buildings within the competence of the Corso Garibaldi authority (for example for maintenance and improvement of energy performance), transfers to Municipalitiesrepayment of state or regional transfers, incentives from technical functions and use of the technological innovation fund.
The change also includes the increase in forecasts referring to the forecast of transfers from the State to deal – in relation to public procurement – with exceptional increases in the prices of construction materials, fuels and energy products, the increase in forecasts referring to revenues tax for 170 thousand euros and the reduction of revenue forecasts relating to sanctions for violations of the Highway Code for 650 thousand euros.
The Provincial Council has recognition of the legitimacy of off-balance sheet debt was also voted unanimously due to two recent executive sentences, one by the Council of State and one by the Justice of the Peace of Piacenza.
The fourth point initially included in the agenda, relating to the Board of Auditors of the Province of Piacenza, has been withdrawn and will be examined in a future Provincial Council.
