The Puglia Region will be the first to experiment with the national database of accommodation facilities and short-term rental properties for tourism
Bari – Puglia will be the first Italian region to experiment with the national database of accommodation facilities and properties for short-term rental and for tourist purposes (Bdsr) starting from 9:00 am from today Monday 3 June 2024. The digital platform, created by the Ministry of Tourism in collaboration with the Regions and Autonomous Provinces, starts today following the favorable opinion of the State-Regions Conference.
“There Puglia region, with investments in innovation, research and development in tourism, has been able to build cutting-edge IT systems over time for the information management of tourism operators. A model taken as a reference by the Ministry of Tourism with which we agreed precisely in Puglia to launch the pilot phase for testing the interoperability of our platform with the new national database of accommodation facilities and properties for short-term rental and for tourism purposes . This gratifies us for the work carried out and the continuous commitment alongside the Apulian operators who will have to make the transition to the National Identification Code (Cin) and will have an advantage of approximately three months compared to other regions in fulfilling the legal obligation, so as to be able to manage any critical issues more effectively”, declares the regional councilor for Tourism of the Puglia Region, Gianfranco Lopane.
The transition to the National Identification Code (Cin) in the rest of Italy will take place progressively, with sanctions starting from September and November. This means that Apulian tourist operators will have an advantage of approximately three months to fulfill a legal obligation, because it is in Puglia that the initial testing phase will take place online. The new procedure, with simple and intuitive steps, will be supported as has happened so far by the operators of the Puglia Promotion Agency starting next week but there will also be a service from the Ministry.
The experimental start-up phase in the interested Regions allows citizens who wish to adapt right now to the obligations related to the Cin provided for by the specific regulations, reported in the art. 13-ter of legislative decree no. 145/2023. The provisions contained in the decree-law, in any case, will be applicable only after 60 days from the publication in the Official Journal of the Notice certifying the entry into operation of the Bdsr on a national scale.
The testing of the platform will begin with Puglia starting from 9:00 am on Monday 3 June 2024: Apulian citizens will therefore have three more months to adapt and respond to the obligations related to the Cin provided for by the specific regulations, reported in the art. 13-ter of legislative decree no. 145/2023, which also provides for the sanctioning phase from 1 November 2024.
Apulian operators will access the ministerial platform and find all the data from the Puglia DMS, thus having to complete registration with the national database with only very little other information. The Cin will be obtained following this information required by the Decree. As always, the technical support of the DMS Puglia and the territorial offices of the A.Re.T. Pugliapromozione will be available to clarify any doubts of operators.
The Bdsr establishes homogeneous parameters and standardized processes at a national level and represents a fundamental pillar for consumer protection, competition and market transparency, facilitating the mapping and monitoring of the national hospitality panorama. Subsequently, on the Ministry’s website, news of the activation of the service will be given for the other Regions and Autonomous Provinces, until it progressively reaches the entire national territory.
