” Worsening “: while we are celebrating national unity we are preparing to vote for differentiated autonomy: there will not be “+ Italy”, but, at the very least, there will be “+ Italies and Italiettes”! Will they be able to “change Europe”?

“Sleep”: “academic” contrast in Italy, sad silence in Abruzzo!

By the way, shouldn’t the “Borsacchio” problem have been addressed immediately after the March 10 elections, as per the letter-promise from President to President, to prevent the law (!) from being challenged?

But let’s get to “Poor and naked, go to healthcare”!

The last days of the radiant May of Abruzzo politics were characterized by a frenetic free-for-all, and everyone against the general directors of the local health authorities, immediately after the press releases from councilor Mariani on the 2023 deficit of the Abruzzo local health authorities.

After the supervisory commission and the hearing of the councilor and managers, to pass the examination of the Roman monitoring table – a bureaucratic instrument -, raising the specter of commissionership and tax increases, the Regional Council approved a patch relating to the 2023 deficit.

Let’s now look at the last 3 deficits:

Read now (Court of Auditors, Regional Control Section for Abruzzo, Equalization of the General Report of the Abruzzo Region, Financial Year 2022, Attached Report, Volume II, Part I Health spending, on page 43):

“ From reading the same data, relating to the 2022 year, albeit overall and, therefore, without the possibility of extrapolating COVID management, a growing trend of the negative result emerges for all companies, in particular for that of Pescara which passes from an operating result of euro-15,000,081. 777, in 2021, ………., to €46,746,295, in 2022.

The total ASL, therefore, worsens as a whole, going from euro-72,145,213, in 2021, to the provisional figure of euro-169,590,509, relating to 2022″.

Now, the story takes on clearly tragicomic implications.

How is it possible that a doubled deficit goes almost unnoticed and a decreasing deficit triggers a delirious brawl?

Could someone explain why a report from the Court of Auditors has less appeal and influence on politics and public opinion than a statement from councilor Mariani?

Why didn’t this competitive tension erupt last year?

Why then have the specters of commissionership and tax increases not been raised?

Why hasn’t “drowsiness” been made a fundamental subject of electoral debate?

Politics, then, in the approved text of the law, thinks it has found, between sub-amendments and the agenda, with a display of muscle towards the Councilor and President, the solution to the control of the planning and budget of the local health authorities.

This solution would be the “mandatory and binding” opinion of the I and V commissions of the Regional Council!

But, sorry, instead of continuing to burden law 146/96 every year with rules that immediately reveal themselves to be inadequate and ineffective, wouldn’t it be appropriate to raise less dust and bring to a conclusion that Certification Implementation Path – Pac – which awaits, later many remodulations – 2016, 2018, 2020 -, from 2014 to see the light?

Has anyone ever heard of Internal audit?

Someone reads the narratives of the council resolutions and, for example, the resolution of the Director General of the local health authority of Pescara n.2005 of 30/12/2023 with the subject: Adoption of the 2024 audit plan to reconstruct the history of guilty delays in the politician-controller?

And to think that the historically unheeded Court of Auditors recommended it as early as 2021!
