BARI – The letter with which the director of the “Personal Services” division of the Municipality of Bari, Partipilo, recalled the ban, established by the art., sparked a revolt. 29 of law 81 of ’93, “all public administrations to carry out propaganda activities of any kind, even if inherent to their institutional activity, in the 30 days before the start of the electoral campaign and for the entire duration of the same”. The only exception allowed is communications “carried out in an impersonal form and indispensable for the effective performance of one’s functions”. Prohibition which, according to the Municipality, applies to all “managers who provide services in the welfare area of the Municipality of Bari”, whose representatives cannot campaign with flyers/cards or posts on Facebook.
The president of the Welfare and Levante Association, which includes various socio-health structures affiliated with the public system, does not think so. Indeed, Antonio Peruggini, candidate for the city council on the Forza Italia lists, speaks of a real “act of intimidation” and turns to the prefect of Bari to shed light on the case. «As president of Welfare in Levante, I am appalled – he writes in a certified email sent to the Prefecture – by the initiative of the welfare department, which through its director of Distribution sends unconstitutional provisions which sensationally harm the freedom of the individual. At the same time I am happy because as a candidate for the next administrative elections and being very busy certainly not now but for many years in the protection of the elderly, disabled and facility managers, I see this illegitimate initiative as an evident weakness which highlights the danger, for them, of be defeated at the polls.”
