“But now he’s throwing himself down.” Remove all the glass and asbestos from the roof

PESARO – Anne Frank, remove all the windows and asbestos from the roof. It is being dismantled piece by piece, but the demolition of the school is now one step away. For Dante Alighieri, however, the demolition is still postponed: “We have to wait until next week.” Every time you go up Strada della Pozzetta, a Santa Maria delle Fabbrecce, the scenery that can be seen in front of the Anne Frank primary school changes skin. For a long period in the external courtyard you could see the mountain of internal furnishings, including desks, chairs, furniture and other materials that contributed to forming the environments of the school classrooms.

Then, that mound of equipment was replaced, a few weeks ago, by dozens of white bags containing asbestos plates removed from the structure, in the courtyard sealed by white sheets. Yesterday morning a different scenario.

All out

All the removed asbestos was taken away and in the space outside the school there is now rubble from the preparatory activity for the demolition. Structural parts which evidently, one can imagine, detached from the building when the school was freed from all the accessory components, before proceeding with the actual demolition. You see, and this is what immediately catches the eye, the windows of the former classrooms, the absence of which shows that inside the rooms are completely vacant, without even the doors anymore. The works were assigned to the joint venture made up of Gambini Restauri of Pesaro, IMP.E of Urbania, Zolfanelli Impianti of Pesaro and Cancellieri Costruzioni e Restauri of Apecchio. «The ATI is following the preparatory phases for the demolition – says the councilor for New Works Riccardo Pozzi – and has informed us that another company will come in to carry out the demolition operation, which we must say will be simpler than what we will do at Dante Alighieri, with smaller volumes and in an area with a lower urbanization density. We will start next week with the demolition.”

The race

There was a race against time in the municipal offices to be able to complete the assignment within the times set by the Pnrr, so as not to lose the ministerial contribution of 3.6 million euros (on which the ATI offered a discount higher than the ‘11%). Work was scheduled to begin in November 2023, but there was a hitch that resulted in a delay until this spring. To reduce the timing and have adequate technical-procedural support, the Municipality of Pesaro had decided to make use of Invitalia for the complete package of tender procedures: from the announcement, to the management up to the awarding of the procedure. In September the lot of work was assigned to the Consorzio Stabile Sinergica and the executing consortium companies Apulia srl ​​and Pagano srl. At that point the problems began: not all the necessary documents were sent so much so that the Municipality had to request them in December, then it was the consortium that contested the feasibility of the works. The result was a push and pull which also led to a meeting in February in which the Consortium specified that it was willing to start the construction site within the scheduled time, but updating the executive project with an increase in costs of one million. No contract stipulation, procedure to detach from Invitalia and continue independently, until the start of the negotiated procedure and new assignment.

The wait

The demolition of the Dante Alighieri middle school is also expected. In the meeting with the District, it was communicated that the works would begin on May 22nd. Which didn’t happen. The municipal administration had informed a few days ago of a range until Friday. But in reality it will take a little longer. Yesterday morning we met the surveyor from GM Costruzioni in via Gattoni: «Demolition? It won’t start until next week,” he said.
