The Puglia Regional Council has unanimously approved the law for increasing vaccination coverage against human papilloma virus and the prevention of bronchiolitis. The objective is to strengthen the information network in order to “reduce the unvaccinated to the sole percentage of children and families who choose to refuse in full awareness”.

And to “make the information duty of health and school authorities widespread on the usefulness of the anti-human papilloma virus vaccination, so as to eradicate – explains the Puglia Region – infections and prevent the related cancerous consequences, enrollment in the courses of education foreseen in the age group 11-25 years, including university, is subject to the presentation of documentation, already in possession of the interested parties, capable of certifying the completion of the anti-HPV vaccination, or a certificate – it is added – issued by the vaccination centers of the relevant local health authorities, certifying the administration, the start of the administration program or the refusal to administer the vaccine”.

As regards the prevention strategy of RSV (respiratory syncytial virus)-bronchiolitis diseases, the administration of human monoclonal antibodies approved by the regulatory authorities is authorised. The methods of administration, dosages and frequency are those established by the documents approved by the regulatory authorities and the most up-to-date guidelines.

“It is law” in Puglia “a shock strategy to achieve the widest vaccination against the human papilloma virus and the administration of monoclonal antibodies in the neonatal phase. A shock strategy never used in Italy, since it subordinates the enrollment in school of children aged 11 to 25 to an information interview aimed at anti-HPV vaccination, essentially the introduction of the concept of informed dissent, and authorizes the administration of monoclonal antibodies against bronchiolitis to all newborns”. The regional councilors declare it Fabiano Amati And Pierluigi Lopalcopromoters of the bill, and the signatory councillors Sergio Clemente, Sebastiano Leo, Ruggero Mennea, Saverio Tammacco And Mauro Vizzino.

The law establishes that “enrollment in the educational courses foreseen in the 11-25 age group, including university, is subject to the presentation of documentation, already in the possession of the interested parties, capable of certifying the -Hpv (therefore no burden for the certification structures), i.e. a certificate issued by the vaccination centers of the relevant local health authorities, certifying – at the choice of the interested parties – the administration, the start of the administration program or the refusal to administer the vaccine” . “There is therefore no obligation to vaccinate – highlight the councilors – but informed dissent, i.e. the certification of a choice aimed solely and exclusively at the children’s right to be informed”.
