The new Guidelines have come into force for the issuing of authorizations in derogation from the noise exposure limit values ​​for the holding of temporary demonstrations/events in public places or places open to the public and for the exercise of construction site activities, drawn up on the basis of what is regulated by the Piedmont Region regarding noise pollution and exceptions.

These are rules that traders, operators, site managers, associations and bodies, neighborhood committees will have to follow when they intend to carry out activities in a public place or open to the public, activities during which it is expected that the limit values ​​for the sources may be temporarily exceeded permitted by the national and regional regulations in force, implemented by the Municipality in the Acoustic Zoning Plan. In such situations it is necessary to communicate and obtain authorization according to specific procedures.

The fundamental elements of the new rules require that communication be given or a waiver be requested with a specific request within 15 days of the start date of the event. The overall number of annual exemptions that can be granted per individual applicant is always 30 days per year.

In particular, with regards to events and shows, the guidelines distinguish between communications with a simplified method and requests with an ordinary method. The simplified mode concerns events that take place between 9:00 and 22:00 for a maximum of 30 days a year (with the possibility of 2 days a year up to 24:00), or applies to initiatives such as patron saint holidays (with the limit of requests for exemptions for a maximum of 15 days a year, always taking place between 9:00 and 22:00, of which two days before 12:00 am and two days before 1:00 am :00 the next day). In the simplified mode, the Municipality does not issue an authorization provision.

The ordinary requests instead concern events that take place between 9:00 and 24:00, always for a maximum of 30 days a year (not cumulative with the cases that require simple communication): in this case, however, it is required the acoustic impact assessment signed by a qualified technician. For ordinary requests the Municipality issues an authorization provision.

The guidelines then contain specific indications for construction sites. Failure to comply with the authorization procedures or the contents of the authorization itself is subject to an administrative fine of between 500 and 20,000 euros.

“The objective of the rules introduced”, explains the Administration, “is to guarantee public order, giving indications on how to make sociality possible that is respectful of different needs. If the rules are respected, it is possible to have moments of celebration and fun without compromising the peace of the residents. We are confident that a joint effort can help everyone to live in a peaceful and civil coexistence.”
